Request for Qualifications for Alternate General Municipal Engineering Services for 2025

The Borough of Dunellen, located in Middlesex County, New Jersey, is actively soliciting Qualification Statements for the provision of Alternate General Municipal Engineering Services for the 2025 calendar year. This Request for Qualifications (RFQ) seeks highly qualified firms or individuals to provide comprehensive engineering support, encompassing a broad spectrum of municipal needs. The anticipated scope of work includes, but is not limited to, general engineering consulting, design services for public works projects, land use planning review, construction oversight, infrastructure assessment, environmental compliance assistance, and other specialized engineering tasks required to maintain and enhance the Borough's facilities and services throughout the 12-month contract period. This procurement is vital for ensuring the continuity and quality of municipal engineering expertise available to the Borough. Prospective contractors must demonstrate robust professional, financial, and administrative capabilities to deliver the required municipal engineering services consistently for the entire 12-month contract duration. Essential qualifications include possession of all necessary professional licenses and certifications relevant to municipal engineering in New Jersey, a proven track record of experience in providing similar services, and the ability to comply with stringent state regulations, including N.J.S.A. 401-1 et seq. (Local Public Contracts Law) and the "New Jersey Local Unit Pay to Play" Law (N.J.S.A. 19:44-20.5 et seq.). Applicants must provide detailed organizational structure, ownership disclosures, evidence of compliance with affirmative action programs (P.L. 1975, c. 127), and resumes of key personnel, such as Principals, Project Managers, Senior Design Engineers, and Licensed Land Surveyors. To be considered, Qualification Statements must be submitted in a sealed envelope, clearly marked "Request for Qualifications for the Provision of ALTERNATE GENERAL MUNICIPAL ENGINEERING SERVICES", containing one (1) unbound original proposal and one (1) electronic copy on a thumb drive. Submissions must be hand-delivered or mailed to the Borough Clerk at Borough Hall, 355 North Avenue, Dunellen, NJ 08812, no later than 11:00 a.m. prevailing time on Thursday, February 13, 2025. Proposals received via facsimile or email will not be accepted.
