TOWNSHIP OF EAST AMWELL
SPECIFICATIONS FOR PROPOSALS FOR
EMERGENCY MEDICAL SERVICES
The Township of East Amwell is approximately 28.56 square miles with a population of
approximately 3,922. Proposals for EMS services are being sought with a contract period to begin
in or about January of 2026 for a one-year duration as determined to be in the best interest of the
Township of East Amwell and include the following:
I.
BASIC SERVICES. The EMS provider shall supply personnel, equipment, vehicles
and supplies to provide BLS emergency ambulance service and transportation for any
person who becomes injured or ill within the Municipality of East Amwell and who
requires emergency medical treatment or emergency transport to the hospital. The EMS
provider may be called upon to provide said services to persons in neighboring
municipalities with whom East Amwell has a mutual aid agreement, if they are
available. Basic Life Support ("BLS") is defined as a basic level of pre-hospital care
that includes patient stabilization, airway clearance and maintenance, cardiopulmonary
resuscitation ("CPR"), hemorrhage control, initial wound care, fracture stabilization,
victim extrication and other techniques and procedures approved by the New Jersey
Department Health and Senior Services. EMS provider shall provide BLS services
without regard to a person's ability to pay for the services. The EMS provider shall
provide BLS emergency transport service on a twenty-four (24) hour a day, seven (7)
days per week, three hundred sixty-five (365) days per year basis to the closest
appropriate medical treatment facility as dictated by the patient's condition. Proposals
may include provisions for coverage through mutual aid agreements.
II.
VEHICLE COVERAGE AND STAFFING. The EMS provider itself or through a
designated mutual aid agreement will at a minimum provide sufficient vehicles,
personnel and equipment to staff one (1) State of New Jersey Licensed Basic Life
Support (BLS) licensed Transport capable, manned ambulances for continuous, twelve
(12) hour periods each day, the hours to be determined by the EMS provider based on
demand for service. (These times may be adjusted during the contract period based on
call volume, but only with coordination and approval of the EMS provider and
Township of East Amwell). Each ambulance shall be staffed with at least one (1) and
preferably two (2) New Jersey certified emergency medical technicians, CPR certified.
Licensed paramedics on staff is a plus. Additionally, the EMS Provider shall provide a
duty supervisor who is able to respond to major EMS incidents, fires, OEM incidents
or police incidents when requested, within a reasonable response time, to help
supervise, coordinate and manage EMS resources for such incidents.
The EMS provider shall be licensed by the State of New Jersey, in good standing as an
Emergency Medical Service and shall continue to comply with all applicable laws and
regulations governing the provision of BLS emergency ambulance services, including
but not limited to all employee licensing, training and education requirements. If
applicable, the EMS provider shall comply with applicable labor laws and/or

Department of Health regulations pertaining to the number of hours worked by any one
person in a day. The EMS provider also agrees to comply with all state and local traffic
laws and ordinances.
III.
MANAGEMENT AND PERSONNEL QUALIFICATIONS.
a. Personnel Qualifications: Each Emergency Medical Technician shall hold current
Certifications as an Emergency Medical Technician including NJ First Aid Council
EMT Certification and a current certification in CPR/Defibrillator. Drivers must
hold a valid driver's license. The EMS provider shall be solely responsible for the
hiring of any paid employees. In addition to the certifications, all ambulance staff
shall be trained in the use of radio transmitting and receiving. The EMS provider
shall offer in-service training programs to ambulance staff to assist its employees
in keeping current their certifications and to assure the maintenance of BLS services
of the highest quality. All EMS supervisors shall be trained at a minimum to the
ICS-300 Level. EMS provider shall provide documentation of training and
continuing educations provided to its employees/volunteers. The EMS provider
shall also provide documentation of successful background investigations,
including drug screening tests and background check for all personnel that will be
assigned to work in East Amwell.
b. Expenses: The EMS provider is responsible for all operating expenses, including
salaries, benefits, insurance etc. for the personnel assigned to work in East Amwell.
It shall be expressly understood that the personnel assigned to East Amwell are
volunteers/employees of the EMS provider and not employees of the Township.
c. Indemnification: The EMS provider shall also enter into an agreement with the
Township of East Amwell indemnifying, holding harmless and agreeing to defend
the Township of East Amwell for any claim arising out of the process of
administering basic life support or the transportation of its residents and visitors.
IV.
BILLING The EMS provider may bill patients (soft billing), Medicare, Medicaid or other
insurances for the services that may be financially responsible for services it renders during
the contract term. The EMS provider shall comply with all State and Federal laws related
thereto, including any regulations imposed by the Department of Health or related to
Medicare/Medicaid. Uninsured consumers shall be provided charity or compassionate care
or similar options to offset costs associated with services provided to them by the EMS
provider. All related billing and collection efforts, expenses and liabilities associated
therewith are the responsibility of the EMS provider. The Township of East Amwell shall
not be responsible for any deficiencies suffered by the vendor for uncollected amounts
from billing.
V.
PROPOSAL AND REQUIRED ITEMS To facilitate a timely and comprehensive
evaluation of all submitted proposals, it is essential that all EMS providers submitting fully
responsive proposals. The Township requires responsive information for all proposals
submitted to ensure that clear, concise and complete statements are available from each

EMS provider in response to requirements. The Township of East Amwell is not under any
obligation to search for clarification through additional or unformatted information
submitted as a supplement to the formatted response. Where a proposal contains conflicting
information, the Township may determine the proposal to be unresponsive. An applicant
shall deliver, or cause to be delivered, six (6) copies of its proposal, in sealed envelopes
marked "Proposal for Emergency Medical Services Provider," to the East Amwell
Township Clerk, 1070 Route 202/31, Ringoes, New Jersey 08551 no later than 10:00 a.m.
on January 23, 2026. The Township is not responsible for late deliveries by the postal
service or courier. No fax or emailed copies will be accepted.
Pursuant to this solicitation of proposals, the Township is seeking timely, effective, and reliable
EMS services from a viable, reliable and capable EMS provider. In evaluating the proposals, the
Township will consider all relevant information, including but not limited to information in the
following broad categories, each of which will be assessed by the Township and its representatives:
(1) Scope of Services: regard to The Township will evaluate the scope of services proposed
by the EMS Provider and the proposal meets the scope of services described in the request
for proposal. EMS Provider’s non-compliance with legal requirements shall constitute
cause for rejection.
(2) EMS Provider’s Certification and Experience: The Township will evaluate the EMS
Provider’s certification and experience. EMS Provider is to submit proof of certification to
perform EMS services, the name of the name of the certifier, and standard / level of
certification. EMS Provider is to provide references and service level/response time reports of
successful operations in a municipality or municipalities. Background and overall experience
will be considered.
(3) EMS Provider’s Capacity and Viability: The Township will evaluate the EMS
Provider’s capacity and viability to provide EMS services during the contract term. EMS
Provider is to provide a copy of its current budget and a current profit and loss statement
(showing its net worth). EMS Provider is to provide a statement describing its fleet size and
equipment. EMS Provider is to provide proof of its ability to replace aged and aging
fleet/equipment. It is permissive for the EMS Provider to submit a proposal which takes into
consideration mutual aid agreements wither anticipated or realized.
(4) Quality of Care, Staff Qualifications and Training: The Township will evaluate the
quality of the care to be provided and the qualifications and training of staff. EMS Provider is
to
provide
the
number
of
EMTs
to
be
provided
per
ambulance,
and
resumes/qualifications/training of its EMTs. EMS Provider will provide the number of support
staff (non-EMTs) EMS Provider has.
(5) Calls and Responses: The Township will evaluate the EMS Provider's ability to respond
to and handle EMS calls. EMS Provider is to indicate if by itself it is able to handle all calls in
the Township. If it will not handle all calls, EMS Provider is to indicate how it will ensure full
coverage.

(6) Transparency, reporting and audits. The Township will evaluate the EMS Provider’s
ability to operate transparently including providing reports and audits requested by the
Township. EMS Provider is to indicate if it provides monthly reports and data to its current
municipality and whether it will provide such to the Township during the contract period. EMS
Provider is to indicate if it provides audited financial statements to its current municipality and
whether it will provide such to the Township during the contract period.
(7) Cost: The Township will evaluate the cost to resident patients and to the Township. EMS
Provider is to indicate the cost that it will charge the Township or the required yearly
contribution. EMS Provider is to indicate the cost that it will charge a patient and how it will
accept patient's insurance. Cost will be a factor in determining the successful EMS provider,
but the lowest proposal will not necessarily be awarded the contract. The proposal will be
evaluated to determine whether the cost is appropriate for the services to be provided and the
value to the Township.

All “government records” as defined in N.J.S.A. 47:1A-1.1 are subject to public access under the Open Public Records Act
(“OPRA”), unless specifically exempt.
2.
A request for access to a government record under OPRA must be in writing, hand-delivered, mailed, transmitted electronically,
or otherwise conveyed to the appropriate custodian. N.J.S.A. 47:1A-5(g). In accordance with OPRA, custodians will generally
have seven (7) business days to respond, unless:
•
The requestor seeks “immediate access” records as outlined in N.J.S.A. 47:1A-5(e); where the custodian must
respond “immediately” disclosing responsive records not to exceed twenty-four (24) months old.
•
The requestor seeks information required to be disclosed by N.J.S.A. 47:1A-3(b), where the custodian must respond
disclosing the information within twenty-four (24) hours or as a soon as practical;
•
The requestor is a seeking records for a “commercial purpose” as defined in N.J.S.A. 47:1A-1.1, where the response
time frame is fourteen (14) business days, but the custodian shall notify the requestor of the additional time within
seven (7) business days. N.J.S.A. 47:1A-5(i). However, the response time frame can be reduced to seven (7)
business days upon payment of no more than two times the cost to produce the responsive records.
•
The requestor is seeking records requiring review for compliance with “Daniel’s Law” (N.J.S.A. 47:1B-1, et seq.),
where the response time frame is fourteen (14) business days, but the custodian shall notify the requestor of the
additional time within seven (7) business days. N.J.S.A. 47:1A-5(i).
•
Fire district employing one or fewer full-time employees serving as custodians may add seven (7) business days to
the seven (7) or fourteen (14) business day response time frames.
The applicable response time does not commence until the custodian receives the request form. N.J.S.A. 47:1A-5(h). If you
submit the request form to any other officer or employee, the recipient must either forward the request to the appropriate
custodian or direct you to the appropriate custodian. Id.

Requestors are not required to use this OPRA request form; however, a written equivalent not containing the form requirements
of N.J.S.A. 47:1A-5(f) and N.J.S.A. 47:1A-5(g) may be denied by a custodian.

Requestors may submit requests anonymously. A request submitted anonymously shall not be considered incomplete.
N.J.S.A. 47:1A-5(f). If you elect not to identify yourself accurately or provide an accurate address, e-mail address, or telephone
number, the custodian is not required to respond until you reappear before the custodian seeking a response to the original
request. Further, anonymous requestors are prohibited from filing a complaint with either the GRC or the Courts. N.J.S.A.
47:1A-6.

The fees for duplication of a “government record” in printed form are listed on page 1 of this form. The custodian will notify you
of any special service charges or other additional charges authorized by State law or regulation before processing your request.
Payment shall be made by cash, check or money order payable to the responding agency.

You may be charged a prepayment or deposit when a request for copies exceeds $5.00. The custodian will contact you and
advise you of any deposit requirements. You agree to pay the balance due upon delivery of the records.

Under OPRA, a custodian must deny access to a person who has been convicted of an indictable offense in New Jersey, any
other state, or the United States, and who is seeking government records containing personal information pertaining to the
person’s victim or the victim’s family. N.J.S.A. 47:1A-2.2. This includes anonymous requests for said information.

By law, the responding agency must notify you that it grants or denies a request for access to government records within
applicable response time frame after the custodian receives the request. If the record requested is in storage, the custodian
will advise you within seven (7) or fourteen (14) business days after receipt of the request when the record can be made
available and the estimated cost for reproduction within no more than twenty-one (21) business days from date of notification.

You may be denied access to a government record if your request would substantially disrupt agency operations and the
custodian is unable to reach a reasonable solution with you. N.J.S.A. 47:1A-5(g).
10. If the custodian is unable to comply with your request for access to a government record, they will indicate the specific bases
for denial on the request form or other written correspondence and send it to you.
11. Except as otherwise provided by law or by agreement with the requester, if the custodian fails to respond to you in writing
within seven (7) or fourteen (14) business days of receiving a request, the failure to respond is a deemed denial of your request.

12. If your request for access to a government record has been denied or unfilled within the seven (7) or fourteen (14) business
days required by law, you have a right to challenge the decision by the responding agency to deny access. At your option, you
may either: 1) institute a proceeding in the Superior Court of New Jersey; or 2) file a complaint with the Government Records
Council (“GRC”) by completing the Denial of Access Complaint Form. All questions regarding complaints filed in Superior Court
should be directed to the Court Clerk in your County. Questions regarding the GRC’s Denial of Access Complaint process can
directed to the GRC toll-free telephone at 866-850-0511, by mail at PO Box 819, Trenton, NJ, 08625, by e-mail at
Government.Records@dca.nj.gov, or at their web site at www.state.nj.us/grc. The Council can answer general inquiries about
OPRA.
