INVITATION TO BID

East Brunswick Public Library- HVAC System Replacement

NOTICE IS HEREBY GIVEN, that sealed bids for the New East Brunswick Public
Library - HVAC System Replacement will be received by the Clerk of the Township of East
Brunswick, Middlesex County, New Jersey at 11:00 AM prevailing time on May 14, 2025, in
the Large Conference Room located at the Municipal Building, 1 Jean Walling Civic Center,
East Brunswick, New Jersey. Only hard copy bids will be accepted. Bids received via
electronic transmission shall not be accepted.
The Library project consists of the replacement of four (4) multizone roof top units, electrical
connections, supports, controls, duct and HVAC unit cleaning for all HVAC systems that are
to remain in the building, and automatic controls system (ATC) upgrades including all
necessary updated licenses, software and workstation. All existing HVAC equipment shall be
migrated onto the new ATC system.
Duration of the contract for the construction of this Project shall be twelve (12) months from
the issuance of a Notice to Proceed (NTP) to the lowest responsible bidder as determined by
the Township.
The specifications and construction drawings for the proposed work prepared by French &
Parello Associates, may be obtained at the French & Parrello Office, 1800 Route 34, Wall
Township, NJ 07719.
Copies of the Contract Documents may be obtained between the hours of 9:00 am and 4:00
pm daily except Saturdays, Sundays, and holidays upon request to French & Parello Associates
via

amin.gomaa@fpaengineers.com. Contract Documents are only available in paper format via
email upon the non-refundable payment in the amount of $150.00. Contract Documents can be
picked up at French & Parello Associates Office located at 1800 Route 34, Suite 101, Wall
Township NJ 07719.
Bids must be submitted on the Proposal Form included in the bid package and shall be
accompanied by a Consent of Surety from a surety company authorized to do business in the State
of New Jersey, as further described in the Instruction to Bidders located in the Bid Documents.
All bidders shall also submit a Bid Guarantee in the form of a certified check, cashier's check,
or Bid Bond, payable to Township of East Brunswick, in the amount of ten percent (10%) of
the bid amount, but not to exceed $20,000.00. This Bid Guarantee is to ensure that the bidder,
if deemed to be the lowest responsible bidder, and is awarded the bid, will proceed to enter
into the AJA Agreement. In the event that the successful bidder does not enter in to an
Agreement with the Township of East Brunswick, the bidder shall forfeit the Bid Guarantee in
favor of the Township of East Brunswick. The Consent of Surety shall guarantee the faithful
performance of all provisions of the Contract Documents.
All bid security except the security of the three apparent lowest responsible bidders shall be
returned, unless otherwise requested by the bidder, within ten business days after the opening
of the bids, Sundays and holidays excepted, and the bids of such bidders shall be considered
as withdrawn. Within three business days, Sundays and holidays excepted, after the awarding
of the bid, the signing of the contract by the said bidder and the approval of the bidder's
performance bond, the bid security of the remaining unsuccessful bidders shall be returned.
The successful bidder shall be required to comply with the provisions of the New Jersey
Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq.
The Township of East Brunswick reserves the right to reject all bids pursuant to N.J.S.A.
40A:1113.2 and any bid that is non-responsive or submitted by a bidder that is not responsible
in accordance with applicable law., East Brunswick may waive any minor formalities or
nonmaterial exceptions in a bid in accordance with applicable law.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.
17:27-1 et seq."
