Sealed bids for the New East Brunswick Ice Rink Facility, Ice Rink Systems will be received by
the Clerk of the Township of East Brunswick, Middlesex County, New Jersey at 1:00 PM
prevailing time on July 2, 2024, in the Large Conference Room located at the Municipal Building,
1 Jean Walling Civic Center, East Brunswick, New Jersey. Only hard copy bids will be accepted.
Bids received via electronic transmission shall not be accepted.
The Ice Rink Systems is for the procurement, construction, and installation of the “Ice Related
Work” (i.e. the actual indoor ice rink and associated work, which at a minimum includes
refrigeration, mechanical systems, concrete slabs beneath the ice and required appurtenances) the
building project consisting of a new 83,900 square feet ice rink facility housing two ice rinks,
lockers, bleachers, second floor viewing areas, storage rooms, front of house spaces and back of
house services will be publicly advertised separately. It is the intent of the Township of East
Brunswick to award public contracts for this Ice Rink Systems and the “Ice Rink Facility Project”
project at the same time.
Duration of the contract for the construction of the Ice Rink Facility Project shall be eighteen (18)
months from the issuance of a Notice to Proceed (NTP) to the lowest responsible bidder as
determined by the Township.
The specifications and construction drawings for the proposed work prepared by B32 Engineering
Group Inc., may be examined at the Office of the Director of Planning and Engineering, Township
of East Brunswick, 4 Harts Lane, East Brunswick, NJ 08816. Copies of the specification and
construction drawings may be obtained on a USB Drive between the hours of 7:30 am and 3:30
pm daily except Saturdays, Sundays also at 4 Harts Lane, East Brunswick, NJ. The specification
and construction drawings are only available in digital format via USB Drive for the non-
refundable payment in the amount of $75.00.
Bids must be submitted on the Proposal Form included in the bid package and shall be
accompanied by a Consent of Surety from a surety company authorized to do business in the
State of New Jersey, as further described in the Instruction to Bidders located in the Bid
Documents. All bidders shall also submit a Bid Guarantee in the form of a certified check,
cashier's check, or Bid Bond, payable to Township of East Brunswick, in the amount of ten
percent (10%) of the bid amount, but not to exceed $20,000.00. This Bid Guarantee is to ensure
that the bidder, if deemed to be the lowest responsible bidder, and is awarded the bid, will

proceed to enter into the AIA Agreement. In the event that the successful bidder does not enter
into an Agreement with the Township of East Brunswick, the bidder shall forfeit the Bid
Guarantee in favor of the Township of East Brunswick. The Consent of Surety shall guarantee the
faithful performance of all provisions of the Contract Documents.
All bid security except the security of the three apparent lowest responsible bidders shall be
returned, unless otherwise requested by the bidder, within ten business days after the opening of
the bids, Sundays and holidays excepted, and the bids of such bidders shall be considered as
withdrawn. Within three business days, Sundays and holidays excepted, after the awarding of the
bid, the signing of the contract by the said bidder and the approval of the bidder’s performance
bond, the bid security of the remaining unsuccessful bidders shall be returned.
The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing
Wage Act, N.J.S.A. 34:11-56.25 et seq.
The Township of East Brunswick reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-
13.2 and any bid that is non-responsive or submitted by a bidder that is not responsible in
accordance with applicable law., East Brunswick may waive any minor formalities or non-
material exceptions in a bid in accordance with applicable law.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.
17:27-1 et seq.”

NEW EAST BRUNSWICK ARENA – ICE RINK SYSTEMS
ADDENDUM NO. 1
To all Bidders furnishing labor and/or materials for the above project, this addendum is issued for
the purpose of amending the requirements of the Contract Documents to the same extent as
though it were originally included therein.
I. Summary
Bid Addendum #1 includes a change to the bid opening date, clarifications to project
information and responses to Requests for Information.
II. Bid Procurement Schedule
1. The deadline to submit pre-qualification forms shall be 5 PM, June 25, 2024
2. The Township will approve pre-qualification forms by 5 PM, June 27, 2024
3. The bid due date/time has been changed to July 16, 2024, 1:00 pm.
III. Project Information
The Project Address is: 1 Arena Drive, East Brunswick, NJ. The Issued for Permit
drawings and project manual will reflect this new address.
In terms of locating the site on GPS and other mapping systems, the street and
address are new, and may not show up.
“Arena Drive, East Brunswick, NJ” maps to the traffic circle at the edge of the site
on Google Maps.
Utility Usage fees the responsibility of the Contractor
Permitting fees are waived. The Contractor shall be responsible for filing for
Permits
Ice Resurfacing Machines shall be provided by the Owner
VII. Bid Request for Information Responses
Bid RFI #01: Is this project tax exempt?
Response: The project is tax exempt for contractors submitting New Jersey Division of Taxation form ST-13
(Contractor’s Exempt Purchase Certificate).
Bid RFI #02: Please confirm that the $150,000 allowance is to be included in the base bid
amount.
Response: The $150,000 allowance shall be included in the base bid amount.

NOTICE IS HEREBY GIVEN, that the Township of East Brunswick has issued Addendum
No. 2 associated with a public bid advertised in the Home News Tribune on May 20, 2024, for the
New East Brunswick Ice Rink Arena, Ice Rink Systems, 110 Tices Lane, East Brunswick, NJ 08816.
The addendum provides clarifications to specifications, and additional exhibits.
The addendum is available for public inspection at the Office of the Director of Planning and
Engineering, located in the Township of East Brunswick, 4 Harts Lane, East Brunswick, NJ 08816,
