New East Brunswick Ice Rink Facility Project

Sealed bids for the New East Brunswick Ice Rink Facility Project will be received by the
Clerk of the Township of East Brunswick, Middlesex County, New Jersey at 11:00 AM prevailing
time on July 2, 2024, in the Large Conference Room located at the Municipal Building, 1 Jean
Walling Civic Center, East Brunswick, New Jersey. Only hard copy bids will be accepted. Bids
received via electronic transmission shall not be accepted. A non-mandatory pre-bid meeting will
take place at 110 Tices Lane, East Brunswick, N.J., which is the location of the Ice Rink Facility
Project on May 23, 2024, at 10:00 AM EST.
The Ice Rink Facility Project is the building project consisting of a new 83,900 square feet ice
rink facility housing two ice rinks, lockers, bleachers, second floor viewing areas, storage rooms,
front of house spaces and back of house services and spaces. This bid is only for the building as
generally described hereinabove. A separate bid for the procurement, construction, and installation
of the “Ice Related Work” (i.e. the actual indoor ice rink and associated work, which at a minimum
includes refrigeration, mechanical systems, concrete slabs beneath the ice and required
appurtenances) will be publicly advertised separately. It is the intent of the Township of East
Brunswick to award public contracts for this Ice Rink Facility Project and the “Ice Related Work”
project at the same time.
Duration of the contract for the construction of the Ice Rink Facility Project shall be eighteen (18)
months from the issuance of a Notice to Proceed (NTP) to the lowest responsible bidder as
determined by the Township.
The specifications and construction drawings for the proposed work prepared by DMR Architects
may be examined at the Office of the Director of Planning and Engineering, Township of East
Brunswick, 4 Harts Lane, East Brunswick, NJ 08816. Copies of the specification and construction
drawings may be obtained electronically between the hours of 9:00 am and 4:00 pm daily except
Saturdays, Sundays, and holidays upon request to DMR Architects via telephone (201-288-2600),
attention Karen, or via e-mail (karenc@dmrarchitects.com). The specification and construction
drawings are only available in digital format via email upon the non-refundable payment in the
amount of $75.00.
Bids must be submitted on the Proposal Form included in the bid package and shall be
accompanied by a Consent of Surety from a surety company authorized to do business in the State
of New Jersey, as further described in the Instruction to Bidders located in the Bid Documents.
All bidders shall also submit a Bid Guarantee in the form of a certified check, cashier's check, or
Bid Bond, payable to Township of East Brunswick, in the amount of ten percent (10%) of the bid
amount, but not to exceed $20,000.00. This Bid Guarantee is to ensure that the bidder, if deemed
to be the lowest responsible bidder, and is awarded the bid, will proceed to enter into the AIA
Agreement. In the event that the successful bidder does not enter into an Agreement with the
Township of East Brunswick, the bidder shall forfeit the Bid Guarantee in favor of the Township
of East Brunswick. The Consent of Surety shall guarantee the faithful performance of all

provisions of the Contract Documents.
All bid security except the security of the three apparent lowest responsible bidders shall be
returned, unless otherwise requested by the bidder, within ten business days after the opening of
the bids, Sundays and holidays excepted, and the bids of such bidders shall be considered as
withdrawn. Within three business days, Sundays and holidays excepted, after the awarding of the
bid, the signing of the contract by the said bidder and the approval of the bidder’s performance
bond, the bid security of the remaining unsuccessful bidders shall be returned.
The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing
Wage Act, N.J.S.A. 34:11-56.25 et seq.
The Township of East Brunswick reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-
13.2 and any bid that is non-responsive or submitted by a bidder that is not responsible in
accordance with applicable law., East Brunswick may waive any minor formalities or non-material
exceptions in a bid in accordance with applicable law.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.
17:27-1 et seq.”

NOTICE IS HEREBY GIVEN, that the Township of East Brunswick has issued Addendum
No. 1 associated with a public bid advertised in the Home News Tribune on May 13, 2024, for the
New East Brunswick Ice Rink Facility Project, 110 Tices Lane, East Brunswick, NJ 08816. Addendum
No. 1 amends the bid plans and specifications of the project.
The addendum is available for public inspection at the Office of the Director of Planning and

To all Bidders furnishing labor and/or materials for the above project, this
addendum is issued for the purpose of amending the requirements of the Contract
Documents to the same extent as though it were originally included therein.
I. Summary
Bid Addendum #2 stipulates a change in the bid opening date.
II. Bid Procurement Schedule
