Architectural Design Services for Pad Site Buildings

The East Brunswick Redevelopment Agency is soliciting proposals for comprehensive Architectural Services to design two new pad site buildings within the Rt 18 Redevelopment zone, specifically on a portion of Block 6.01 Lot 16.08. Each building is envisioned to be approximately 5,000-6,000 square feet with two floors, potentially including a partial basement, culminating in a total retail space of approximately 18,000 to 22,000 square feet. The project aims to accommodate multiple restaurants and additional commercial/retail spaces, with the successful architect delivering a 'vanilla box' design, leaving the final interior fit-out to future tenants. The scope of work is divided into three distinct phases: Schematic Design, Design Development, and Construction Document Phase, with an aggressive timeline necessitating commitment of significant resources from the selected firm. Prospective contractors must submit a detailed qualification statement outlining their firm's principal activities, personnel, and operational location, alongside professional credentials for all key project staff. A specific requirement, as clarified by Addendum #1, is for the firm to demonstrate experience in restaurant design or possess in-house staff with relevant credentials. Mandatory compliance includes adherence to New Jersey Local Public Contracts Law, EEO/Affirmative Action provisions (N.J.S.A 10:5-31 et seq. and N.J.A.C 17:27 et seq.), the Americans with Disabilities Act of 1990, and submission of a Statement of Ownership Disclosure (N.J.S.A. 52:25-24.2), a Non-Collusion Affidavit (N.J.S.A. 52:34-15), and a New Jersey Business Registration Certificate (N.J.S.A. 52:32-44). Proof of New Jersey licensure for architectural services is also required. Extensive insurance coverage is mandated, including Worker’s Compensation with a minimum Employer’s Liability of $1,000,000, General Liability of $3,000,000 per occurrence/aggregate, Automobile Liability of $3,000,000 per occurrence/aggregate, and Professional Liability/Malpractice insurance with limits of $2,000,000 per occurrence and $4,000,000 aggregate, with the Redevelopment Agency named as additionally insured. There are no mandatory pre-bid meetings or site visits specified.
