Executive Summary
The East Brunswick Redevelopment Agency is soliciting proposals for Architectural Design Services for two new pad site buildings located on a portion of Block 6.01 Lot 16.08 within the Rt 18 Redevelopment zone. Each building is envisioned to be approximately 5,000-6,000 square feet, potentially two stories with a partial basement, leading to a total retail/commercial space of roughly 18,000 to 22,000 square feet suitable for multiple restaurants and other retail uses. The project's core objective is to deliver "vanilla box" spaces to prospective tenants, who will then be responsible for their individual interior fit-out designs. The comprehensive scope of work is delineated into three critical phases: Schematic Design (including preliminary designs, construction methodology, budget, schedule, and multiple schematic plans), Design Development (providing detailed drawings for major architectural/engineering components, rough utility mark-outs, exterior finish renderings, and updated cost estimates), and Construction Document Phase (developing permit-ready documents, specifications in CSI Master Format, final construction budget, and submission to the Township Building Department). Additionally, optional services for public bidding and construction administration may be required.
Contractors must demonstrate robust qualifications, including a firm history experienced in restaurant design or possess in-house staff with relevant restaurant design credentials. Essential experience requirements include providing a list of three client references for similar municipal/county Ice Rink facilities where comparable services were rendered. Respondents must also exhibit familiarity with the East Brunswick Redevelopment Agency and have adequate resources, encompassing analytical and design tools, as well as qualified personnel, to meet the project's aggressive timeline. Mandatory compliance with various New Jersey statutes is paramount, such as the Local Unit Pay-to-Play Law (N.J.S.A. 19:44A-20.4 et seq.), EEO/Affirmative Action (N.J.S.A. 10:5-31 et seq. and N.J.A.C 17:27 et seq.), Americans with Disabilities Act of 1990, Statement of Ownership Disclosure (N.J.S.A. 52:25-24.2), Non-Collusion Affidavit (N.J.S.A. 52:34-15), and proof of a valid New Jersey Business Registration Certificate (N.J.S.A. 52:32-44). Proof of professional licensure for providing services in New Jersey, for either the firm or the responsible person, is also required.
Proposals must be submitted via mail or hand delivery to the Designated Contact Person, Loren Morace, Redevelopment Agency Clerk, at 1 Jean Walling Civic Center Drive, East Brunswick, New Jersey 08816-1081. The strict submission deadline is June 25, 2026, at 1:00 PM prevailing time; proposals received after this time will be returned unopened. Required submission forms include a Letter of Intent, Statement of Ownership Disclosure, Non-Collusion Affidavit, Certification of Political Contributions, Prohibited Russia-Belarus Activities & Iran Investment Activities form, Acknowledgment of Receipt of Addenda, Affirmative Action Certificate or Employee Information Report, and a Proposed Timing of Work and Fee form. While not required with the initial proposal, a New Jersey Business Registration Certificate (for both prime and subcontractors) and comprehensive Certificates of Insurance must be provided by the contract award date. Required insurance includes Workers Compensation and Employer’s Liability ($1,000,000 minimum), General Liability ($3,000,000 per person, $3,000,000 per accident, $3,000,000 aggregate for property damage), Automobile Liability ($3,000,000 per person, $3,000,000 per accident, $3,000,000 each accident for property damage), Professional Liability/Malpractice Insurance ($2,000,000/occurrence, $4,000,000 aggregate), and Errors and Omissions Insurance ($2,000,000 per occurrence, $4,000,000 aggregate), with the Redevelopment Agency named as additionally insured.
