RFQ Notice: Open Public Record Request Management System

The Township of East Brunswick seeks quotations for an Open Public Record Request Management System to electronically maintain and track OPRA requests for the Township Clerk's Office and Police Department. The system must comply with the New Jersey Open Public Records Act, Daniel’s Law, and other relevant New Jersey laws. The Township is looking for experienced, professional, and reputable firms to provide this service. Quotes must be received by Tamar Lawful, Municipal Clerk, by 11:00 a.m. on April 8, 2026. The system should automatically maintain a list of open and closed requests, identify new and pending requests, provide filter options, calculate due dates, identify extension requests, disseminate requests to various departments, and upload and store documents in various formats. Security requirements include multi-factor authentication, encryption in transit and at rest, password complexity, document retention, user access controls, comprehensive audit logs, single sign-on (Azure integration), and cloud-based (SaaS) software. The contract period will be for two years with the option to renew for two additional one-year terms, subject to mutual agreement.
