Janitorial Services for Municipal Properties

The City of East Orange, New Jersey, is soliciting proposals for comprehensive Janitorial Services for its Municipal Properties, covering a total of twelve (12) active municipal buildings out of sixteen (16) overall. This addendum clarifies the scope, which includes daily vacuuming, sweeping, and mopping of hard floors, quarterly stripping and refinishing of hard floors, and quarterly carpet shampooing. The contractor will be responsible for supplying all "green" cleaning products, Safety Data Sheets (SDS), and Material Data Sheets (MDS) for all chemicals used, while the City will provide paper products, trashcan liners, and liquid hand soap. Special attention is required for the Police Department, which mandates on-site bloodborne pathogen cleanup kits. The scope also details specific carpeted square footages for various facilities, including City Hall (6,500 sq ft), Police Dept (1,973 sq ft), Water Dept (5,200 sq ft), Courthouse (6,720 sq ft), Pump Station (2,200 sq ft with 1,250 carpeted), and the Senior Building (3,146 sq ft), with other facilities predominantly having hard floors. Any services beyond the defined scope will require a separate quote and be billable. Prospective contractors must ensure their personnel undergo background checks and are uniformly dressed while on duty. General Liability Insurance coverage is a mandatory requirement for all vendors; however, Professional Liability Insurance is not. The bid explicitly states that prevailing wage is not required for this contract. A pre-proposal conference was held on October 10, 2019, and the answers to questions raised during that session, along with revised sheets/pages, are provided within this addendum. Contractors are expected to demonstrate professional janitorial experience for multi-facility operations, ensuring high-quality maintenance standards for all municipal properties. The deadline for proposal submission has been rescheduled to Wednesday, October 23, 2019, at 11:00 a.m. All proposals must include a Proposal Guarantee in the form of a Certified Check, Cashier’s Check, or Bid Bond for 10% (ten percent) of the bid amount, made payable to the City of East Orange, NJ. Furthermore, a Consent of Surety must accompany the bid, confirming that the successful contractor will furnish a Performance Bond equal to 100% of the contract price.
