Janitorial Services for Municipal Properties

The City of East Orange is soliciting proposals for comprehensive Janitorial Services for various Municipal Properties. This Addendum #1 provides critical updates and clarifications to the original solicitation, which was advertised on Saturday, September 28, 2019. The scope of work includes daily vacuuming, sweeping, and mopping of hard floors, with stripping and refinishing of hard floors and shampooing of carpets performed quarterly or as needed, rather than monthly. The contractor will be responsible for supplying all "green" cleaning products, while the City will provide paper products, trashcan liners, and liquid hand soap. Specific requirements include bloodborne pathogen cleanup kits for the Police Department, and cleaning services for twelve (12) active municipal buildings, including specific carpeted square footages for City Hall, Police Dept, Water Dept, Courthouse, Pump Station, and Senior building, and one bathroom at Midland yard. Shared storage space will be provided for floor and auto-scrub machines. Prospective contractors must possess General Liability Insurance coverage; Professional Liability Insurance is not required. Bidders are responsible for completing the cost proposal sheets within the original RFP packet (pages 27-34) and all additional documents (pages 26, 34-58), as well as reviewing and replacing revised sheets (Bid Guarantee, Consent of Surety, pages 8, 9, 30, 32, 33, & 37). Mandatory requirements include conducting background checks for all personnel and ensuring staff wear uniforms. While not explicitly stated as a pre-qualification, a pre-proposal conference was held on October 10, 2019, and answers to questions from this conference are provided in this addendum, highlighting key project requirements and expectations. The proposal submission deadline has been officially rescheduled to Wednesday, October 23, 2019, at 11:00 a.m. All proposals must be accompanied by a Proposal Guarantee in the amount of 10% (ten percent) of the bid, in the form of a Certified Check, Cashier’s Check, or Satisfactory Bid Bond, made payable to the City of East Orange, NJ. Furthermore, a Consent of Surety must be submitted with the bid, indicating the surety's agreement to provide a performance bond equal to one hundred percent (100%) of the contract price if the contract is awarded.
