Marketing of Class A Recyclable Materials Collected from Within the City of East Orange

The City of East Orange is soliciting proposals for the comprehensive marketing of Class A recyclable materials collected from its municipal boundaries. This addendum, labeled Addendum #1, modifies and clarifies the original Request for Proposal (RFP) for Marketing of Class A Recyclable Materials. The project encompasses the collection, handling, processing, and marketing of various single-stream recyclable commodities, including aluminum cans, steel cans, Natural HDPE, Colored HDPE, PET, mixed broken glass, OCC, and mixed paper. The scope of work involves managing the entire value chain from municipal collection to market sale, with a focus on optimizing revenue and managing risks associated with volatile recycling markets. The initial contract term is for a period of three (3) years, with the City retaining options to renew for two (2) additional one-year periods, based on performance and discretion. Contractor qualification and selection will be rigorously evaluated based on several key criteria outlined in this addendum. Proposers must demonstrate extensive experience in successfully completing contracts of similar size and scope within the recycling and waste management industry. The relevance and extent of the proposer’s overall qualifications are critical, alongside a strong payment history. The evaluation also considers the mileage impact of the proposer’s facility, assessing the distance from the City of East Orange and the efficiency of proposed truck routes. Furthermore, proposers' past compliance records will be scrutinized, including any violations, fines, or notices of violations received from governmental agencies within the last five years. While a pre-proposal conference was held on September 2, 2021, this addendum serves to clarify general issues and changes to the RFP specifications. The original submission deadline for proposals was established as September 16, 2021, at 11:00 a.m. This Addendum #1, officially posted on September 7, 2021, supersedes certain sections of the original document, particularly regarding pricing options and evaluation methodology. Proposers are required to submit completed forms for the pricing component, which now primarily focuses on a "Blended Value Pricing Formula" after largely deleting a previous "Market Pricing Formula" option. Detailed truck routes from the City of East Orange Municipal Building to the proposer's facilities, generated via Google Maps and indicating legal and safe traversability, along with specific drive times for 11:30 A.M. and 2:30 P.M. deliveries, are mandatory. Failure to provide this accurate logistical information will render the proposal non-responsive.
