Replacement of Dickinson Well #3 (AKA Dickinson Well #8) Project

The East Orange Water Commission (EOWC) is soliciting bids for the "REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT" to enhance the City's water supply system. This project involves the comprehensive replacement of an existing out-of-service well within the Dickinson wellfield in Livingston, NJ, with a new public community supply well (Well D8). The extensive scope of work includes drilling and continuously sampling a pilot borehole, increasing the borehole diameter, setting and grouting casings, setting and gravel packing a continuous wire-wrapped screen, developing the well for optimum performance, conducting baseline down-hole video inspections and alignment tests, performing step-rate and 24-hour constant rate pumping tests, and completing wellhead infrastructure in accordance with NJDEP requirements. Additionally, the project encompasses exterior and interior piping work, electrical service upgrades, HVAC upgrades, and structural improvements to the existing well house. The detailed technical specifications provided in Attachment A outline precise requirements for drilling methods, well materials, and equipment to ensure the highest quality and compliance. Prospective contractors must demonstrate significant experience, with a minimum of five years in well construction, and possess all necessary qualifications including a New Jersey licensed Master Well Driller as per NJDEP requirements. Mandatory documentation includes a Public Works Contractor Registration Certificate, a Statement of Bidders Qualifications, and a Qualification Affidavit. The bid package also requires a Non-Collusion Affidavit, Affirmative Action Evidence, Statement of Ownership, Business Registration Certificate, Disclosure of Investment Activities in Iran, and acknowledgment of any addenda. A mandatory bidders' conference was previously held on March 14, 2024, at the Dickinson Well Field, 32 Dickinson Lane, Livingston, New Jersey, where representatives from H2M, the project engineer, were present to address technical inquiries and provide site insights. Adherence to all statutory requirements, including N.J.S.A. 34-11 – 56.25 for public works wages and N.J.S.A. 10:5-31 for Equal Employment Opportunity, is strictly enforced. Bidders must submit proposals in quadruplicate (one original, three copies, and an electronic copy) to the City of East Orange, Division of Procurement, clearly marked "REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT". The submission deadline is Thursday, April 18, 2024, at 11:00 AM, at the East Orange City Hall, City Council Chamber, 44 City Hall Plaza, East Orange, NJ 07018. Each proposal must be accompanied by a Proposal Guarantee in the form of a Certified Check, Cashier’s Check, or Bid Bond for 10% of the bid amount, not exceeding $20,000, payable to the City of East Orange, NJ. A Consent of Surety for 100% of the bid price is also mandatory. Failure to submit the Consent of Surety will result in bid rejection. All prices must be written in ink or machine-printed, and any alterations must be initialed.
