Replacement of Dickinson Well #3 (aka Dickinson Well #8) Project

The East Orange Water Commission (EOWC) of the City of East Orange, New Jersey, is soliciting bids for the critical Replacement of Dickinson Well #3, also identified as Dickinson Well #8. This comprehensive project involves the drilling, construction, development, and testing of a new public community supply well (Well D8) at the Dickinson Well Field in Livingston, New Jersey, to replace the existing, out-of-service Well D3. The extensive scope of work includes the continuous sampling of a pilot borehole, subsequent borehole diameter increase, setting and grouting of casings, installation of a continuous wire-wrapped screen, and meticulous well development for optimum performance and efficiency. Furthermore, the project mandates baseline down-hole video inspection, alignment testing, and rigorous step-rate and 24-hour constant rate pumping tests to ensure operational integrity. Additional tasks encompass completing the wellhead in accordance with NJDEP requirements, exterior and interior piping work, and crucial electrical service and HVAC upgrades to the existing well house, alongside structural improvements as detailed in the Contract Documents. This initiative is vital for maintaining potable water supply and fire protection services for the city's over 64,000 residents. Prospective contractors must demonstrate substantial qualifications, including a minimum of five years of documented experience in well construction for projects of similar complexity and scale. A critical requirement is the presence of an NJDEP licensed master well driller for all drilling operations, given that the replacement well is intended for public community water supply. All casing welding must adhere to American Welding Society (AWS) and American Petroleum Institute (API) Standard 1104, performed by certified welders who must provide proof of certification. Bidders are also required to submit a Public Works Contractor Registration Certificate, a Business Registration Certificate, and comply with all "Truth in Contracting" laws, including Affirmative Action, Stockholder Disclosure, and Non-Collusion Affidavits. A bidders conference was previously held on March 14, 2024, at 11:00 AM at the Dickinson Well Field in Livingston, NJ, with representatives from H2M, the project Engineer, in attendance. Sealed proposals for the Replacement of Dickinson Well #3 (aka Dickinson Well #8) Project must be submitted in quadruplicate (one original, three copies, and an electronic copy) to the East Orange City Hall, Division of Procurement. The submission deadline is precisely Thursday, April 18, 2024, at 11:00 AM prevailing local time, at which point bids will be publicly opened and read aloud in the City Council Chamber. Each proposal must include a Bid Guarantee in the form of a Certified Check, Cashier’s Check, or Bid Bond, equivalent to 10% of the total bid price, not exceeding $20,000, payable to the City of East Orange, NJ.
