Security Officer Training Course

The City of East Orange has issued Addendum #1 for its Request for Proposal (RFP) for a Security Officer Training Course. This procurement seeks qualified contractors to provide comprehensive security officer training, preparing students for roles within the security industry. The scope of work involves delivering the core training curriculum, providing assistance with student interviews and job placement services upon program completion, and ensuring students are prepared for state certifications. Contractors will be responsible for incorporating New Jersey State Police Application and Finger Printing fees into their proposal costs, as these will not be covered by the City, and will invoice the City for payment upon confirmation of student placement in class, with payments issued following the entire completion of each course. To be considered for this Security Officer Training Course contract, prospective contractors must meet specific qualification criteria. The awarded contractor must be at least 25 years of age and possess a combined 20 years of experience as a duly sworn law enforcement officer or in a supervisory/management capacity for a security officer company. Alternatively, a contractor may qualify with a combined 15 years of experience in the aforementioned roles if they also hold an associate's degree from an accredited institution, or 10 years of experience with a bachelor's degree. While being on the New Jersey Eligible Training Provider List (NJETPL) is not a mandatory requirement, the detailed experience and educational stipulations are critical. The City pre-screens referrals before approving NJ SORA class placement, ensuring candidate suitability. This addendum explicitly revises the proposal submission deadline from the original Thursday, October 29, 2020, to Tuesday, November 10, 2020, at 12:00 p.m. Proposals can be hand-delivered prior to this deadline but will not be opened until the scheduled date and time. Furthermore, the original “PROPOSAL COST FORM/SIGNATURE PAGE” on page 13 of the proposal packet has been revised, and bidders are required to use the attached “ADDENDUM #1 – ATTACHMENT #1 … PROPOSAL COST FORM/SIGNATURE PAGE (revised)” for submission.
