ADMINISTRATION OF THE CITY OF EAST ORANGE OFF-DUTY LAW ENFORCEMENT EMPLOYMENT PROGRAM

The City of East Orange is seeking proposals for the administration of its Off-Duty Law Enforcement Employment Program. This solicitation involves a comprehensive scope of work including the management of police officers' extra-duty assignments, handling invoicing and collections from clients, ensuring timely payments to officers, and managing financial reporting. The program, which generated approximately $987,824.16 in total billable dollars in 2019 from 13,276 hours worked, requires a vendor to oversee all financial and administrative aspects to ensure compliance with city codes and labor standards, relieving the police department of invoicing and collections liability. This critical service ensures the smooth and compliant operation of off-duty assignments for East Orange's 189 sworn officers, plus an additional 12 recruits in the academy. Key requirements and clarifications for prospective contractors include the establishment and maintenance of an escrow account by the City's designee, as mandated by East Orange City Code Section 60-99, to assure timely wage payments to police officers. Proposers must extend professional liability insurance coverage to off-duty officers performing under the agreement. The successful proposer will assume full responsibility for invoicing and collections from clients, remitting funds to the City, and providing detailed documentation for officer pay, city fees, and vehicle fees. The City expects consistent and predictable payments and reporting, preferably aligning with the City's billing and payroll periods, with weekly reporting of assignment status also required. The original proposal submission deadline of Friday, November 20, 2020, at 3:00 p.m. has been rescheduled. The new Proposal Submission Deadline is Wednesday, November 25, 2020, at 11:00 a.m. Bidders must utilize the revised "Proposal Cost Form / Signature Page," which supersedes the original on page 13 of the RFP. Cost proposals can be submitted as a Fixed Annual Fee, a Fixed Monthly Fee, a Fixed Fee placed on top of every individual officer extra duty assignment, or a Fixed Percentage placed on top of the combined officer, administrative, and vehicle costs.
