Central City Garage Parking Deck Replacement

The City of East Orange, Essex County, New Jersey, is soliciting bids for the Central City Garage Parking Deck Replacement project. This comprehensive undertaking involves the selective demolition and subsequent reconstruction of the existing concrete parking deck at 333 Glenwood Avenue. The scope of work includes the removal and replacement of existing 4 1/2" thick concrete slabs with new 5 1/2" (minimum) thick composite concrete slabs on 2", 16 gauge galvanized floor deck (Nucor 2VL1 or equal), integrating WWF4x4-W4.0xW4.0 reinforcement. Furthermore, the project mandates the installation of new concrete curbs with appropriate reinforcement and corrosion protection for all reinforcement. Contractors must ensure meticulous protection of existing MEP equipment, utilities, and the DPW garage space located beneath the deck from potential damage, including rainwater or snow, during the demolition and construction phases. The project also encompasses cleaning and potential painting of existing steel framing components directly interacting with the new deck panels, alongside the careful removal, storage, cleaning, and reinstallation of existing guardrail systems. Prospective contractors are required to retain a licensed Structural Engineer, registered in the State of New Jersey, to conduct independent evaluations of all necessary construction phase structural support. This includes designing temporary shoring, with all associated calculations, plans, and details requiring professional signing and sealing for submission to the City Engineer for review and approval. Mandatory insurance requirements for the prime contractor include a Builder's Risk Insurance policy and Professional Liability Insurance. The project operates under NJ State Prevailing Wage rates and may be subject to the City of East Orange's Chapter 8A code regarding Project Labor Agreements (PLA) if project costs exceed $5 million.
