Central City Garage Parking Deck Replacement

The City of East Orange, New Jersey, is undertaking the Central City Garage Parking Deck Replacement project, which involves extensive structural and civil engineering work at 333 Glenwood Avenue. This critical municipal infrastructure upgrade encompasses the comprehensive demolition and reconstruction of the existing concrete parking deck. The detailed scope of work includes the removal of the current 4 1/2-inch thick concrete slab and its replacement with a new minimum 5 1/2-inch thick composite concrete slab. This new slab will be installed on a 2-inch, 16-gauge galvanized floor deck (Nucor 2VL1 or equal) with WWF4x4-W4.0xW4.0 reinforcement. Additionally, the project requires the installation of a new concrete curb overlay, complete with reinforcement, for water stopping. Contractors must also shore and protect existing parapets, clean and potentially paint existing steel framing (specifically beams and trusses in direct contact with the new deck panels), and carefully remove, store, clean, and reinstall existing guardrail systems for reuse. Significant attention to detail is required to protect all existing Mechanical, Electrical, and Plumbing (MEP) equipment and utilities beneath the deck that must remain in service. Prospective contractors for the Central City Garage Parking Deck Replacement must possess specific qualifications to ensure project success and compliance. A mandatory requirement is that the prime contractor retains their own New Jersey-licensed Structural Engineer. This engineer will be responsible for performing independent evaluations of construction phase structural support, designing necessary shoring, and submitting all calculations, plans, and details for review and approval by the City of East Orange's Engineer before fabrication and construction. The project adheres to NJ State Prevailing Wage rates, and contractors must be guided by Chapter 8A of the City Code regarding Project Labor Agreements (PLAs) for public projects exceeding $5 million. Critical insurance requirements include Professional Liability Insurance for the prime contractor and a Builder's Risk Insurance policy. Contractors are solely responsible for designing and implementing temporary shielding to protect existing utilities, equipment, and the DPW garage space below from damage during demolition and reconstruction. The bid opening for the Central City Garage Parking Deck Replacement project has been rescheduled to Tuesday, July 7, 2020, at 11:00 a.m. All bid proposal packets can be submitted either via mail or by placing them in the designated blue mailbox located in the Directors’ Parking Lot at the back of City Hall, 44 City Hall Plaza, East Orange, NJ 07018. A specific allowance of $25,000.00 for Police Traffic Control Directors has been integrated into the Lump Sum Item "RECONSTRUCTION OF THE PARKING DECK," and contractors should account for this within their bids. The contract specifies substantial liquidated damages for delays: $1,500.00 per calendar day if Substantial Completion is not achieved within 240 calendar days from the Contract Time commencement, and $750.00 per calendar day if the remaining work for final payment is not completed within 270 calendar days from the Contract Time commencement.
