PARKING CONSULTING SERVICES TO PERFORM PARKING STUDY

The City of East Orange, New Jersey, is soliciting proposals for comprehensive Parking Consulting Services to perform a detailed parking study, develop a Statement of Work (S.O.W.), and create a map for its website. The core project requires a New Jersey licensed professional planner, architect, or engineer with specific expertise in parking matters. The extensive scope of work includes providing a recommended strategy to meet current and future parking demand for residents, businesses, employees, commuters, and visitors within the Central Business District and the Arts and Cultural District, as designated in the East Orange Transit Village District Redevelopment Plan (December 2015). Key objectives involve identifying the need for structured parking facilities, recommending appropriate short-term parking solutions, exploring alternative strategies like shared parking, identifying and conducting feasibility analyses for new parking facility locations (including conceptual plans, cost estimates, and financial projections), assessing and updating existing parking requirements within the Transit Village redevelopment plan, and proactively addressing parking demand in the areas surrounding the transit village. The selected vendor will also evaluate current and future parking supply, assess demand drivers, analyze usage patterns, occupancy rates, pricing structures, and recommend creative solutions for retail customer and commuter parking needs. Proposers must be New Jersey licensed professional planners, architects, or engineers demonstrating significant expertise in parking matters. A critical qualification requirement is that any firm currently engaged with a developer planning a project within the East Orange Transit Village District "Study Area" is explicitly prohibited from participating in this Request for Proposal due to a declared conflict of interest. A highly recommended Pre-Proposal Conference was initially scheduled for Tuesday, March 5, 2019, and subsequently rescheduled for Tuesday, March 12, 2019, providing an opportunity for prospective proposers to seek clarifications and discuss project specifics before the final submission. All proposals for these Parking Consulting Services must be submitted by the revised deadline of Wednesday, April 10, 2019, at 11:00 a.m. The official bid opening and proposal submission will take place in the City Council Chamber, located at 44 City Hall Plaza, East Orange, NJ 07018.
