Parking Consulting Services to Perform Parking Study

The City of East Orange, New Jersey, is soliciting proposals for comprehensive Parking Consulting Services to perform an in-depth parking study within its Central Business District and Arts and Cultural District, areas designated and delineated within the East Orange Transit Village District Redevelopment Plan. The extensive scope of work requires consultants to provide a recommended strategy to address current and future parking demand for residents, businesses, employees, commuters, and visitors. This includes identifying the need for structured parking facilities, appropriate short-term parking solutions (e.g., 15-20 minute spaces), evaluating existing and future parking supply, assessing demand drivers, usage patterns, occupancy rates, and pricing structures. Furthermore, the selected firm will evaluate parking ratios in the redevelopment and master plans, identify 2-3 potential sites for new parking facilities with feasibility analyses, conceptual plans, cost estimates, and financial projections, and recommend creative solutions, including opportunities for shared parking and strategies for customers of retail uses and commuters. This Addendum #2 specifically clarifies changes to the Scope of Work and an Area Map. The City requires a New Jersey licensed professional planner, architect, or engineer with demonstrated expertise in parking matters to undertake this study. Proposers should be aware of a critical conflict of interest clause: firms currently engaged with a developer planning a project within the East Orange Transit Village District's "Study Area" are explicitly prohibited from participating in this Request for Proposal.
