REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT

The East Orange Water Commission (EOWC), operating under the City of East Orange Board of Water Commissioners, is soliciting bids for the comprehensive "Replacement of Dickinson Well #3 (AKA Dickinson Well #8) Project." This critical public works initiative aims to replace the existing Dickinson Well #3, which suffered apparent screen failure, with a new public community supply well, designated Well D8. The extensive scope of work encompasses drilling and continuous sampling of pilot boreholes, subsequently increasing the borehole diameter to facilitate casing, screen, and gravel pack installation. Further tasks include setting and grouting casings, developing the well for optimum performance, conducting baseline down-hole video inspections and alignment tests, and executing both step-rate and 24-hour constant rate pumping tests. The project also involves completing the wellhead and securing it in accordance with NJDEP requirements, undertaking exterior and interior piping work, performing electrical service and HVAC upgrades to the existing well house, and implementing structural upgrades as specified in the contract documents. All work will be conducted at the Dickinson Well Field in Livingston, New Jersey, to restore a vital drinking water source for the EOWC system, which serves over 64,000 residents and manages 9,845 customer accounts across a vast water supply and distribution network. Prospective contractors must demonstrate robust qualifications and substantial experience in executing similar projects for public water utilities, especially those involving similarly aged infrastructure. A mandatory requirement for key personnel is the presence of a NJDEP licensed master well driller, essential given that the proposed Well D8 will serve as a public community supply well for potable water. The Bidder Qualification Form necessitates detailed information regarding the firm's operational history, including years in business under the current name, any prior failures to complete awarded work, records of liens or lawsuits against contracts, and affiliations with surety companies. Bidders must also list all current contracts and provide an inventory of equipment designated for this project. Although not a current requirement, a bidders conference was previously held on March 14, 2024, at the Dickinson Well Field, highlighting the importance of site understanding and direct engagement with H2M, the project's engineer. Detailed bid proposals are due on Thursday, April 25, 2024, at 11:00 AM (EST). Submissions must consist of one original, three copies, and an electronic copy, all sealed within an envelope clearly marked with the project title: "REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT." Bids are to be addressed to the City of East Orange, Division of Procurement, Attn: Racquel C. Ferguson, QPA, and delivered to 44 City Hall Plaza, East Orange, New Jersey 07018. A Bid Guarantee, in the form of a certified check, cashier’s check, or satisfactory bid bond, is mandatory, equating to 10% of the total bid price but not exceeding $20,000, payable to the City of East Orange, NJ.
