REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT

The East Orange Water Commission (EOWC) is seeking bids for the critical Replacement of Dickinson Well #3, also known as Dickinson Well #8, a vital project aimed at enhancing the water supply system for East Orange residents. This extensive project involves the comprehensive drilling, construction, development, and testing of a new public community supply well, Well D8, at the Dickinson Well Field in Livingston, New Jersey, to replace the existing Well D3, which experienced screen failure. The scope of work encompasses the installation of temporary outer surface casing, borehole drilling, setting and grouting of 24-inch diameter casing, sieve analysis, provision and setting of 16-inch diameter stainless steel Hi-Q well screen and risers, gravel packing, well development, down-hole video inspection, alignment testing, step-rate and constant rate pumping tests, and wellhead completion. Additionally, the project includes significant upgrades to the existing well house, involving exterior and interior piping work, electrical service upgrades, HVAC enhancements, structural improvements such as beam seat reinforcements, window/vent infilling, and replacement doors, along with waterproofing of the building's exterior face. The successful contractor will also be responsible for the abandonment and removal of the existing Well D3 pump and appurtenances. Prospective bidders must demonstrate strong qualifications and experience in performing similar complex projects for public water utilities with comparable infrastructure. Key personnel assigned to the project are required to include an NJDEP licensed master well driller, given the nature of the proposed replacement well as a public community supply source for potable water. The contractor's proposal must outline an understanding of the project, the firm's qualifications, the experience of key personnel and their availability, and a proposed schedule to complete the work. A bidders conference was previously scheduled for March 14 at the Dickinson Well Field, 32 Dickinson Lane, Livingston, New Jersey, where representatives from H2M (the Engineer) were in attendance, indicating the importance of site familiarity for all interested parties. Submissions for this solicitation are due in quadruplicate (one original and three copies, plus an electronic copy) and must be enclosed in a sealed envelope clearly marked "REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT."
