PHASE 2 LEAD SERVICE REPLACEMENT PROGRAM

The City of East Orange Water Commission, situated in Essex County, New Jersey, is actively seeking sealed bids for its critical Phase 2 Lead Service Replacement Program. This extensive public works initiative is designed to replace existing lead and galvanized water service lines throughout the entire municipality. The comprehensive scope of work includes the installation of 1,790 new partial water service lines, extending from the curb valve to the customer meter, and an additional 1,000 new full water service lines, which span from the main water supply directly to the customer meter. This crucial project aims to significantly upgrade East Orange's aging water infrastructure, ensuring the provision of safer, cleaner, and more reliable water to its residents. The contract mandates completion of all specified work within two years from the official date of contract execution, adhering to Article 13 ‘Time of Completion’. Prospective contractors must meet a stringent set of qualifications and adhere to specific regulatory requirements. As this project is partially funded by the New Jersey Environmental Infrastructure Trust, compliance with all provisions of N.J.A.C. 7:22-9.1 et seq. is mandatory, particularly concerning the participation of Socially and Economically Disadvantaged Individuals (SED’s), with a non-negotiable ten percent (10%) SED utilization requirement. Bidders are also obligated to comply with prevailing wage rates as determined by the New Jersey Department of Labor and Workforce Development. Furthermore, the successful bidder must furnish all necessary policies or certificates of insurance as stipulated in the contract. Corporations not chartered in New Jersey must provide proper certification of authorization to conduct business within the state. All corporate entities, partnerships, and limited liability companies must additionally comply with N.J.S.A. 52:25-24.2, N.J.S.A. 10:5-31 et seq., and N.J.A.C. 17:27 et seq. Only electronic proposals will be accepted, and all submissions must be made exclusively through the City's official E-Procurement portal at https://procurement.opengov.com/governments/10682973/projects/242641/manage. The absolute deadline for all bid submissions is Tuesday, May 12, 2026, at 11:00 a.m. prevailing time; any proposals received after this precise time will not be accepted. All inquiries and requests for information must be submitted through the E-Procurement portal, with a strict deadline for questions set for April 28, 2025, at 11:00 A.M. Each bid proposal must be accompanied by a Consent of Surety and a bid security, in the form of a certified check, cashier's check, or Bid Bond, equivalent to ten percent (10%) of the bid amount, not to exceed $20,000. The awarded contractor will also be required to furnish both a performance bond and a payment bond, each valued at 100 percent of the accepted bid amount.
