HAULING AND DISPOSAL OF VEGETATIVE DEBRIS, BRUSH, LOG AND LEAVES SERVICES

The City of East Orange, Division of Procurement, is soliciting bids for comprehensive Hauling and Disposal Services for Vegetative Debris, Brush, Log, and Leaves. This Invitation for Bid (IFB) seeks qualified contractors to manage the efficient collection, transportation, and proper disposal of various organic materials generated within the city. The comprehensive scope of work encompasses all necessary labor, equipment, and logistics required to haul away vegetative debris, including tree branches, logs, leaves, and other brush from designated municipal locations, ensuring environmental compliance, public safety, and timely service delivery for the City of East Orange's parks, public spaces, and residential areas. This essential service aims to effectively manage organic waste and maintain community aesthetics. Prospective contractors must meet stringent qualification requirements, including mandatory submission of a properly executed Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Bid Proposal Sheet, Business Registration Certificate, and a Public Works Contractor Registration Certificate. Bidders are also required to provide certifications concerning Prohibited Russia-Belarus Activities & Iran Investment Activity, acknowledge receipt of any changes to bidder documents, submit a detailed Statement of Bidder’s Qualifications, a Qualification Affidavit, an Acknowledgement and Statement of Organization, a Certification of Bidder’s Status regarding Debarred Contractors, and provide comprehensive Insurance Requirements alongside a Construction Experience Record and a Subcontractor Utilization Certification. Furthermore, bidders must comply with New Jersey Statutes N.J.S.A. 34-11 – 56.25 regulating wages on Public Works, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. for Affirmative Action and Equal Employment Opportunities, and N.J.S.A. 52:25-24.2 for Disclosure of Ownership. All questions and requests for information must be submitted through the City’s E-Procurement portal by Monday, February 23, 2026, at 11:00 A.M. Sealed proposals for these vital hauling and disposal services must be submitted exclusively via the City of East Orange’s electronic procurement portal (https://procurement.opengov.com/governments/10682973/projects/229801/manage). The absolute deadline for proposal submission is Thursday, March 5, 2026, at 11:00 A.M., prevailing local time; late submissions will be automatically rejected by the E-Procurement system. Each proposal must be accompanied by a Proposal Guarantee, which can be a Certified Check, Cashier’s Check, or a Satisfactory Bid Bond, valued at 10% (ten percent) of the bid for one year, not to exceed $20,000.00. This guarantee must be made payable to the City of East Orange, NJ. The successful bidder will be required to furnish a purchase order. The City Council reserves the right to reject any or all bids due to defects or non-adherence to specifications, waive informalities, or accept any bid deemed to be in the best interest of the City. They also reserve the right to sever and make awards of all or parts of any bids to one or more contractors.
