General Banking Services for the City of East Orange

The City of East Orange is actively soliciting proposals for comprehensive General Banking Services, adhering to the requirements set forth in N.J.S.A. 40A:11-4.1(k), et seq. This Request for Proposal (RFP) seeks qualified financial institutions to manage and provide essential banking operations for the municipality. The scope of work encompasses a full range of banking functions crucial for municipal finance, including but not limited to, handling deposits, processing withdrawals, managing various city accounts, facilitating electronic funds transfers, providing cash management solutions, and offering other ancillary financial services necessary for the efficient fiscal operation of the City of East Orange. This procurement aims to secure a reliable and experienced banking partner to support the city's financial infrastructure. The project was officially released on June 15, 2026. Prospective contractors must demonstrate full compliance with several critical New Jersey statutes and regulations. These include N.J.S.A. 10:5-33 et seq. concerning Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. pertaining to Contract Compliance and Equal Employment Opportunities in Public Contracts, and N.J.S.A. 52:25-24.2 requiring Disclosure of Ownership. While no mandatory pre-bid meetings or site visits are specified, all Professional Service Contractors are required to comply with these statutory obligations. Respondents are advised that proposals may not be modified, withdrawn, or cancelled for sixty (60) days after the submission deadline, unless otherwise provided in a supplement to the instructions.
