LEAD REMEDIATION/ABATEMENT SERVICES (LEAD HAZARD CONTROL AND HEALTHY HOMES GRANT PROGRAM AND LEAD REMEDIATION AND ABATEMENT PROGRAM)

The City of East Orange is actively soliciting Statements of Qualifications (SOQ) from highly qualified Respondents for comprehensive Lead Remediation/Abatement Services. This critical initiative encompasses support for both the Lead Hazard Control and Healthy Homes Grant Program and the Lead Remediation and Abatement Program, aiming to enhance public health and safety within the community. The scope of work involves the professional removal and mitigation of lead hazards, ensuring compliance with all relevant environmental and safety standards. This Request for Qualifications (RFQ) seeks to identify experienced and competent professional service contractors capable of delivering high-quality remediation solutions for various properties. Respondents are required to comply with all applicable New Jersey state statutes, including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contract), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership). These compliance requirements ensure that all professional service contractors adhere to stringent ethical and operational standards when working with the City of East Orange. The RFQ document does not specify any mandatory pre-bid meetings or site visits; however, all potential contractors must ensure they meet the described professional qualifications and legal mandates. Statements of Qualifications must be submitted exclusively electronically through the City’s OpenGov Procurement portal. It is imperative that all submissions achieve a “Submitted” status on the portal prior to the designated deadline. The firm submission deadline for all electronic proposals is Wednesday, January 14, 2026, at 11:00 a.m. prevailing local time. Only electronic proposals will be accepted; physical submissions will not be considered. Respondents are advised that, unless otherwise specified in subsequent instructions, no Statement of Qualifications or any part thereof may be modified, withdrawn, or canceled for sixty (60) days after the submittal deadline.
