Water Quality Sampling, Analytical Laboratory Testing and Water Quality Consultation Services

The City of East Orange Board of Water Commissioners (EOWC) is soliciting proposals for comprehensive Water Quality Sampling, Analytical Laboratory Testing, and Water Quality Consultation Services. This competitive contracting Request for Proposals (RFP) seeks qualified contractors to provide essential services for the City's extensive water supply system, which includes groundwater wells, pumping stations, storage tanks, and a vast distribution network spanning approximately 115 miles of water main. The system serves over 64,000 residents across 9,845 customer accounts and also involves sanitary and storm sewers. The core scope of work encompasses regular water quality parameter sampling, analytical laboratory testing, and mandated reporting to the New Jersey Department of Environmental Protection (NJDEP), covering parameters such as Total Coliform, Volatile Organics, Nitrates, Lead and Copper, Primary and Secondary Inorganics, Trihalomethanes, Haloacetic Acids, UCMR3, Radiologicals, Iron, Manganese, and various miscellaneous parameters. Prospective contractors must demonstrate substantial experience and qualifications, including a minimum of five years in the business of performing or providing full-service agreements for professional and technical services related to water and wastewater treatment facilities, with proven success in guaranteeing regulatory agency compliance. Bidders are required to have provided comparable services to at least two water supply, treatment facilities, water distribution, and sewer systems located within the United States, operating under EPA and appropriate state environmental regulatory agency jurisdiction, with a preference for facilities regulated by the New Jersey Department of Environmental Protection (NJDEP). Mandatory submission requirements include a Bidder Qualification Form, evidence of bonding capability for the annual contract amount, a Public Works Contractor Registration Certificate, and comprehensive insurance coverage as outlined in the RFP documents, including Worker’s Compensation, General Liability ($1,000,000.00 per person/$1,000,000.00 per accident for bodily injury, $3,000,000.00 aggregate for property damages), and Professional Liability ($1,000,000.00 per claim, $3,000,000.00 aggregate). Proposals, required in quadruplicate along with an electronic copy, must be enclosed in a sealed envelope clearly marked "WATER QUALITY SAMPLING, ANALYTICAL LABORATORY TESTING AND WATER QUALITY CONSULTATION SERVICES" and delivered to the City of East Orange, Division of Procurement, 44 City Hall Plaza, East Orange, New Jersey 07018, Attention: Racquel C. Ferguson, QPA. The submission deadline is Thursday, September 8, 2022, at 11:00 AM prevailing local time. Each proposal must be accompanied by a Proposal Guarantee (Bid Bond, Certified Check, or Cashier’s Check) equal to ten percent (10%) of the bid, payable to the City of East Orange, NJ, and the successful bidder will also be required to furnish a Performance Bond.
