COST ESTIMATING SERVICES

The City of East Orange is soliciting proposals for comprehensive Cost Estimating Services to support its HUD CDBG Homeowner Rehabilitation Grant Assistance Program, benefiting residents within the municipality. This competitive contracting process, conducted in accordance with N.J.S.A. 40A:11-4.1(k) et seq., requires contractors to provide detailed cost estimations crucial for the effective execution of homeowner rehabilitation projects. The scope of work involves delivering expert cost analysis and estimates to facilitate the grant program's objectives, ensuring transparent and accurate financial planning for community development initiatives. Prospective contractors for these vital Cost Estimating Services must adhere to stringent New Jersey state requirements for professional service providers. All Professional Service Contractors are mandated to comply with N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contract), and N.J.S.A. 52:25-24.2 (Disclosure of Ownership). A highly recommended Pre-Proposal Conference is scheduled for Wednesday, February 13, 2019, at 11:00 a.m., in the City Hall Council Chamber located at 44 City Hall Plaza, East Orange, NJ 07018, providing a critical opportunity for clarification and project understanding. Sealed RFP responses for the Cost Estimating Services must be delivered to the Purchasing Agent by Tuesday, February 26, 2019, at 11:00 a.m. The public opening of these proposals will occur in the Municipal Council Chamber, Municipal Building, 44 City Hall Plaza, East Orange, New Jersey 07018. Detailed Request for Proposals documents are available for review at the Division of Procurement, City Hall, 1st floor, between 9:30 a.m. and 4:00 p.m., Monday through Friday, or can be downloaded from www.eastorange-nj.gov. A non-refundable fee of $25.00 is required for physical RFP packets, payable to the CITY OF EAST ORANGE. Proposals must be enclosed in a sealed envelope clearly marked "COST ESTIMATING SERVICES" and include the bidder's name.
