Health Insurance Brokerage Services

The City of East Orange, New Jersey, through its Department of Business Administration, Division of Procurement, is seeking proposals for comprehensive Health Insurance Brokerage Services via a Request for Proposal (RFP) utilizing a fair and open public solicitation process. The selected qualified licensed broker will partner with the City's Benefits team to administer all group insurance plans, including responding to staff inquiries, providing benefits-related advisory services throughout the plan year, and offering strategic guidance. The extensive scope of work encompasses reviewing and analyzing claims experience, recommending cost-efficient funding methods, preparing bid specifications for insurance markets, evaluating proposals, providing in-depth analysis of alternatives, apprising the City of local and national benefit trends, offering benchmark survey data, meeting with City representatives, assisting with new program implementation and communication, actively managing insurance vendors, and providing expert advice on regulatory compliance, including Governmental Accounting Standards Board (GASB), Section 125, COBRA, HIPAA, Medicare, FMLA, and PPACA. Furthermore, the broker will research new developments, recommend innovative programs for cost management and employee engagement, and enhance corporate culture and productivity. Prospective contractors must demonstrate extensive experience in providing health insurance brokerage and consulting services, particularly with comparable public agencies. Key qualifications require compliance with New Jersey statutes such as N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 52:25-24.2 (Disclosure of Ownership), and holding a valid N.J. Business Registration Certificate. Respondents must maintain Professional Liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate. The Qualification Statement must detail the firm’s business organization, ownership structure (including any 10% or greater stockholders), years in business, current management, any professional malpractice judgments or bankruptcy proceedings, and confirm appropriate federal and state licenses. A highly recommended Pre-Proposal Conference is scheduled for Thursday, April 11, 2019, at 11:00 AM, to be held in the Municipal Council Chamber at 44 City Hall Plaza, East Orange, NJ 07018. Sealed RFP responses are due on Thursday, April 25, 2019, at 11:00 AM, in the Municipal Council Chamber, Municipal Building, 44 City Hall Plaza, East Orange, New Jersey 07018. Submissions must include one (1) original and four (4) copies, enclosed in a sealed envelope clearly marked “HEALTH INSURANCE BROKERAGE SERVICES” and addressed to Lisa L. Jackson, Q.P.A., Division of Procurement, City of East Orange, 44 City Hall Plaza, East Orange, NJ 07018. A non-refundable fee of $25.00 is required for RFP packets picked up on-site, payable to the CITY OF EAST ORANGE. Proposals must remain firm for sixty (60) days after the submission date.
