REMOVE AND DISPOSE OF SANITARY SEPTIC SYSTEM WASTE SERVICE

The City of East Orange, Division of Procurement, is actively seeking bids from qualified contractors for comprehensive sanitary septic system waste removal and disposal services. This Invitation for Bid (IFB) requires the selected contractor to collect, transport, and properly dispose of septic waste from municipal systems, ensuring full compliance with all applicable local, state, and federal environmental regulations, public health standards, and safety protocols. The scope of work is anticipated to involve both routine scheduled services and potentially emergency response capabilities to maintain the city's infrastructure and protect public welfare. This critical service ensures the proper management of septic waste, preventing environmental contamination and supporting the overall sanitary needs of the City of East Orange. Prospective bidders must demonstrate robust qualifications, including holding a valid New Jersey Public Works Contractor Registration Certificate, which is a mandatory requirement as stipulated by N.J.S.A. 34-11 – 56.25. Contractors are also required to submit a comprehensive Statement of Bidders Qualifications, a Qualification Affidavit, and a Construction Experience Record to showcase relevant experience and capability. Compliance with Affirmative Action requirements (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.) and disclosure of ownership (N.J.S.A. 52:25-24.2) are also essential. There are no mandatory pre-bid meetings; however, all questions and requests for information pertaining to this IFB must be submitted electronically through the City's e-procurement portal by Friday, September 26, 2025, at 11:00 A.M. The system will not accept submissions after this deadline. Proposals must be submitted electronically via the City of East Orange's e-procurement portal (https://procurement.opengov.com/governments/10682973/projects/192004/manage) no later than Wednesday, October 1, 2025, at 11:00 A.M. prevailing local time. Late submissions will be strictly rejected. Each bid must be accompanied by a Proposal Guarantee in the form of a Certified Check, Cashier’s Check, or a Satisfactory Bid Bond, payable to the City of East Orange, NJ. This guarantee must be in an amount equal to 10% of the bid for one year, not exceeding $20,000.00. Required supporting documents include, but are not limited to, a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Business Registration Certificate, and certifications regarding Prohibited Russia-Belarus Activities & Iran Investment Activity.
