2022 East Orange Police Department Vehicle Outfitting

The City of East Orange, New Jersey, through its Division of Procurement, is seeking proposals for the comprehensive 2022 East Orange Police Department Vehicle Outfitting project. This solicitation, issued via a Fair & Open Public Solicitation, involves the specialized installation of emergency and technology equipment in a fleet of twenty-four (24) new police vehicles. The detailed scope of work includes outfitting eighteen (18) marked police vehicles with front push bumpers, equipment consoles, police radios, emergency warning lights and sirens, mobile data terminals (MDTs) with docks, communications modems, electronic thermal ticket printers with docks, full prisoner partition cages, window guards, seat and floor pans, trunk storage cabinets, in-car video systems, three roof antennas with cabling, ABC fire extinguishers, and distinct vehicle graphics. Additionally, six (6) unmarked police vehicles require installation of front push bumpers, equipment consoles, police radios, emergency warning lights and sirens, MDTs with docks, communications modems, electronic thermal ticket printers with docks, two roof antennas with cabling, and ABC fire extinguishers, specifically excluding prisoner cages, window guards, seat/floor pans, in-car video systems, and vehicle graphics. The East Orange Police Department will supply certain pre-purchased equipment for installation, with a strong emphasis on aggressive completion timelines, expecting 9 marked vehicles within 30 days, another 9 marked vehicles within the subsequent 30 days, and the remaining 6 unmarked vehicles 25 days thereafter. Prospective contractors must meet stringent qualification and compliance requirements as mandated by New Jersey state law and the City of East Orange. Bidders are required to comply with N.J.S.A. 34-11-56.25 regarding wages on Public Works, the Equal Employment Opportunity Act (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.) for Affirmative Action, and P.L. 1977 C33 concerning the disclosure of all stockholders or partners owning more than 10% interest. Submission of a valid New Jersey Business Registration Certificate (BRC) is mandatory. Contractors must also furnish Certificates of Insurance for Worker's Compensation and General Liability, with minimum limits of $1,000,000 per person/$1,000,000 per accident for bodily injury and $3,000,000 aggregate for property damages, explicitly naming the City of East Orange as an additional insured. While no mandatory pre-bid meetings are specified, successful bidders will participate in a pre-build meeting for roof antenna placement, and written inquiries regarding specifications are required at least seven business days prior to the bid opening. Sealed proposals, comprising one original, two copies, and one electronic/thumb-drive copy, must be submitted to the Purchasing Agent in the City Council Chambers at East Orange City Hall, located at 44 City Hall Plaza, East Orange, New Jersey 07018. The definitive submission deadline is Thursday, May 26th, 2022, at 12:00 PM local prevailing time. Each bid must be enclosed in a sealed envelope clearly marked "EAST ORANGE POLICE DEPARTMENT VEHICLE OUTFITTING" and include the bidder's name and address. A Proposal Guarantee, in the form of a Certified Check, Cashier's Check, or Bid Bond, is required in the amount of 10% of the total bid price, not to exceed $20,000, payable to the City of East Orange. Additionally, a Consent of Surety must be provided, guaranteeing a Performance Bond for 100% of the bid price. Required documentation includes a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Business Registration Certificate, Disclosure of Investment Activities in Iran, and an Acknowledgement of Receipt of Change to Bidder Document.
