Armed & Unarmed Security Guard Services Re-Bid

The City of East Orange, New Jersey, is soliciting sealed proposals for a re-bid for Armed & Unarmed Security Guard Services for various municipal properties. This comprehensive contract involves the provision of security personnel for the surveillance and protection of the interior and exterior of authorized City locations, as detailed in the Protection and Surveillance Schedule (Attachment #1). The scope of work includes preventing fire, theft, pilferage, vandalism, and malicious destruction, operating security screening stations, managing visitor access, and ensuring professional conduct of security personnel. The initial contract term will be for twelve (12) months, with the City reserving the option to renew for two (2) additional twelve (12) month periods. Prospective contractors must demonstrate a proven ability to perform a security guard contract of this magnitude and scope, supported by relevant work experience and financial stability. Key qualifications include possessing a valid license issued by the New Jersey State Police to operate a Security Guards Service, with a copy of the license to be submitted with the bid. All assigned security guards must be fully compliant with the Security Officer Registration Act (SORA), N.J.S.A. 45:19A-1 et seq., requiring submission of SORA certificates. For armed security personnel, additional mandatory qualifications include certification in firearm use by the Police Training Commission of New Jersey, successful completion of a handgun safety course, documentation of semi-annual qualification, and a current, valid firearm permit issued by the State of New Jersey. Bidders are also required to operate a stationary, twenty-four (24) hour manned command dispatch center, submitting its procedural and operational manuals for approval. Sealed proposals for this re-bid will be received by the Purchasing Agent in the Council Chamber at East Orange City Hall on Tuesday, May 2, 2023, at 11:00 AM, prevailing local time. Bids must be delivered by hand; no mailed bids will be accepted. A non-refundable fee of $25.00 is required for bid packets obtained on-site, payable to the City of East Orange. All proposals must be accompanied by a Proposal Guarantee in the amount of 10% of the total bid (not exceeding $20,000), in the form of a Certified Check, Cashier's Check, or Bid Bond, payable to the City of East Orange, NJ. The successful bidder will also be required to furnish a Performance Bond in the principal sum of one hundred percent (100%) of the contract amount.
