2024 Tree Planting Project

The City of East Orange, New Jersey, is soliciting sealed proposals for its 2024 Tree Planting Project. This comprehensive initiative involves providing annual street tree planting services across various specified locations within the city. The scope of work includes the furnishing of all necessary labor, tools, and equipment for the program. Key activities encompass calling NJ One Call for utility mark-outs at each planting location, meticulous digging, installation of 8-12 inch root barriers, planting specified street trees, installing stakes and mulching, fitting arbor guards/trunk wraps, and ensuring complete litter and debris removal from each site. The project targets the planting of approximately 200 trees, consisting of diverse species, with exact site locations provided by the City, and requires strict adherence to the most recent street tree care industry standards, such as ANSI Z60.1 & A300. Prospective contractors must demonstrate their qualifications by submitting a minimum of three professional references, detailing contract length, contact person, phone number, and email address. A comprehensive price breakdown per tree species, root barrier, and trunk guard is also required. Bidders are mandated to comply with specific New Jersey statutes, including N.J.S.A. 34-11-56.25, which regulates wages on public works, and the Equal Employment Opportunity Act (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.) for affirmative action. Additionally, compliance with P.L. 1977 C33 concerning the disclosure of stockholders or partners owning more than 10% interest is mandatory. A valid New Jersey Business Registration Certificate is a prerequisite, and contractors are explicitly required to thoroughly examine and familiarize themselves with all tree planting sites, with site visits available by contacting the Director of Public Works. Sealed proposals must be submitted to the Purchasing Agent in the Council Chamber at East Orange City Hall on Friday, July 19, 2024, by 11:00 AM, local prevailing time, at which point they will be publicly opened and read aloud. Bid proposal packets are available for a non-refundable fee of $25.00 at the Division of Procurement, City Hall, or can be downloaded from the City's website. Proposals must be enclosed in a sealed envelope, clearly marked "2024 TREE PLANTING PROJECT" with the bidder's name and address. Bids will only be accepted via hand delivery; mail or fax submissions are explicitly rejected. A Proposal Guarantee in the form of a Certified Check, Cashier's Check, or Bid Bond, amounting to 10% of the total bid (not exceeding $20,000), payable to the City of East Orange, NJ, is mandatory. Required accompanying documents include Non-Collusion and Affirmative Action Affidavits, a Statement of Ownership, Business Registration Certificate, Disclosure of Investment Activities in Iran, and Certification of Non-Involvement in Prohibited Activities in Russia/Belarus, among others.
