Armed & Unarmed Security Guards Service

The City of East Orange, New Jersey, is soliciting bids for Armed & Unarmed Security Guards Service to provide comprehensive surveillance and protection for various authorized City properties. This crucial public safety initiative encompasses both interior and exterior security needs for locations such as the Department of Health, WIC Office, Substance Abuse facilities, and the Division of Senior Services. The scope of work includes, but is not limited to, rigorous identification verification for employees and visitors, diligent visitor sign-in procedures, thorough inspection of incoming and outgoing property, operation of security screening equipment like metal detectors, and vigilant prevention of theft, vandalism, and malicious destruction. Services are required throughout weekdays, including business and evening hours, with additional coverage on some weekends, ensuring continuous protection for municipal assets and personnel. Prospective contractors must demonstrate a robust capability to execute a security guard contract of this significant magnitude and scope, backed by substantial work experience and proven financial stability. Mandatory qualifications include being licensed by the New Jersey State Police to operate a Security Guards Service, with all assigned security guards required to be fully compliant with the Security Officer Registration Act (SORA) (N.J.S.A. 45:19A-1 et seq.). For armed security personnel, additional stringent requirements apply, such as certification in firearm use by the Police Training Commission of New Jersey, successful completion of a handgun safety course, semiannual qualification documentation, and possession of a current, valid New Jersey firearm permit. Bidders must also maintain a stationary 24-hour manned command dispatch center with approved procedural and operational manuals, and are responsible for supplying all uniforms and communication equipment (e.g., cell phones) to their personnel at no additional cost to the City. Adherence to New Jersey's Public Works wage regulations (N.J.S.A. 34-11-56.25), Equal Employment Opportunity Act (N.J.S.A. 10:5-31 et seq.), and stockholder disclosure laws (P.L. 1977 C33) is also strictly enforced. Sealed proposals must be submitted by hand delivery only to the Council Chamber at 44 City Hall Plaza, East Orange, New Jersey, by Friday, June 14, 2024, at 11:00 A.M. Submissions will not be accepted via mail or facsimile. Each bid package requires one original, two copies, and one thumb-drive set, along with a non-refundable $25.00 fee if picked up in person. A mandatory Proposal Guarantee, in the form of a Certified Check, Cashier's Check, or Bid Bond, equivalent to 10% of the total annual bid price (not exceeding $20,000), must accompany the submission.
