Each proposal must be submitted in quadruplicate on the provided Proposal Forms, enclosed in a sealed envelope distinctly showing the bidder's name and clearly marked "W.O.R.P.S. (WHITE OAK RIDGE PUMPING STATION) DISINFECTION SYSTEM CONVERSION PROJECT." A Proposal Guarantee, in the form of a Certified Check, Cashier's Check, or Satisfactory Bid Bond, equaling 10% (ten percent) of the bid amount, payable to the City of East Orange, NJ, is mandatory. Bids can be mailed or delivered to the City's "Drop Box" in City Hall's rear parking lot, or presented in person if permissible, to the Division of Procurement, First Floor, City Hall.
