W.O.R.P.S. (WHITE OAK RIDGE PUMPING STATION) DISINFECTION SYSTEM CONVERSION PROJECT

The City of East Orange Water Commission is soliciting sealed proposals for the W.O.R.P.S. (WHITE OAK RIDGE PUMPING STATION) DISINFECTION SYSTEM CONVERSION PROJECT. This significant infrastructure upgrade entails the complete conversion or modernization of the existing disinfection system at the White Oak Ridge Pumping Station, located in Millburn Township, NJ. The comprehensive scope of work includes all necessary engineering, procurement, construction, and commissioning activities to ensure a fully functional and compliant disinfection system. Detailed contract documents and plans for this project have been meticulously prepared by Michael J. McClelland, P.E., Consulting Engineer, of CME Associates, providing comprehensive technical specifications and design requirements for the successful execution of the project. Prospective contractors must demonstrate extensive experience in similar water infrastructure projects and possess specific New Jersey certifications, including a valid Public Works Contractor Registration Certificate and Business Registration Certificate. Bidders are required to submit numerous affidavits and statements, such as a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Disclosure of Investment Activities in Iran, Statement of Bidders Qualifications, Qualification Affidavit, Acknowledgement and Statement of Organization, Certification of Bidder's Status regarding Debarred Contractors, and a Construction Experience Record, along with meeting insurance requirements. Furthermore, compliance with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963) and various Equal Employment Opportunity and Affirmative Action requirements (N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 et seq.) is mandatory. A highly recommended Pre-Bid site visit was scheduled for Tuesday, February 8, 2022, between 10:00 a.m. and 12:00 p.m. at the White Oak Ridge Pumping Station, 440 Parsonage Hill Rd., Millburn Township, NJ, providing an essential opportunity for site assessment and clarification. Sealed proposals were to be received by the East Orange Purchasing Agent in the City Council Chamber at East Orange City Hall, 44 City Hall Plaza, East Orange, NJ, by the firm deadline of Thursday, February 24, 2022, at 12:00 p.m. prevailing local time, at which point they were publicly opened virtually via Zoom. Each proposal was required to be submitted in quadruplicate on the provided Proposal Forms and must have included a Proposal Guarantee (Bid Bond, Certified Check, or Cashier's Check) equal to 10% of the bid amount, made payable to the City of East Orange, NJ. The sealed envelope was to be distinctly marked with the Bidder's name and the project title: 'W.O.R.P.S. (WHITE OAK RIDGE PUMPING STATION) DISINFECTION SYSTEM CONVERSION PROJECT'. Bids could be mailed to the City of East Orange, DIVISION OF PROCUREMENT, 44 City Hall Plaza, East Orange, New Jersey 07018, or placed in the City's 'Drop Box' in City Hall's rear parking lot, ensuring receipt prior to the deadline. Contract documents were available from CME Associates for a non-refundable fee of $75.00 per set.
