W.O.R.P.S. (WHITE OAK RIDGE PUMPING STATION) DISINFECTION SYSTEM CONVERSION PROJECT

The City of East Orange Water Commission is soliciting sealed proposals for the W.O.R.P.S. (WHITE OAK RIDGE PUMPING STATION) DISINFECTION SYSTEM CONVERSION PROJECT. This vital public works project involves the comprehensive conversion of the existing disinfection system at the White Oak Ridge Pumping Station located at 440 Parsonage Hill Rd., Millburn Township, NJ. The scope of work encompasses providing all necessary goods and services in strict accordance with the detailed specifications and proposal costs outlined in the Contract Documents and Plans. These documents, prepared by Michael J. McClelland, P.E., Consulting Engineer with CME Associates, are crucial for understanding the full technical requirements and project deliverables for this significant infrastructure upgrade. The project is expected to be funded in part by the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust, underscoring its importance to regional environmental quality and public health. Compliance with N.J.A.C. 7:22-9.1 et seq. for participation of small business enterprises owned by Socially and Economically Disadvantaged Individuals (SED's) is also required. A highly recommended Pre-Bid site visit is scheduled for Tuesday, February 8, 2022, between 10:00 a.m. and 12:00 p.m. at the White Oak Ridge Pumping Station, offering bidders a critical opportunity to assess site conditions and clarify project details. Sealed proposals must be received by the East Orange Purchasing Agent in the City Council Chamber at East Orange City Hall, 44 City Hall Plaza, East Orange, NJ, by Thursday, February 24, 2022, at 12:00 p.m. prevailing local time. Bids will be virtually (via Zoom) and publicly opened at that time. Each proposal must be submitted in quadruplicate on the provided Proposal Forms, enclosed in a sealed envelope distinctly showing the bidder's name and clearly marked "W.O.R.P.S. (WHITE OAK RIDGE PUMPING STATION) DISINFECTION SYSTEM CONVERSION PROJECT." A Proposal Guarantee, in the form of a Certified Check, Cashier's Check, or Satisfactory Bid Bond, equaling 10% (ten percent) of the bid amount, payable to the City of East Orange, NJ, is mandatory. Bids can be mailed or delivered to the City's "Drop Box" in City Hall's rear parking lot, or presented in person if permissible, to the Division of Procurement, First Floor, City Hall.
