Columbian Park Improvements - Site

The City of East Orange, New Jersey, is soliciting sealed proposals for the comprehensive "Columbian Park Improvements - Site" project. The core scope of work under the Base Bid encompasses the reconstruction of Columbian Park, featuring a new shared basketball and volleyball court, asphalt pathways, bleachers, benches, trash receptacles, decorative block walls, and the installation of new fencing. This also includes the development of a modern playground area with new equipment, extensive landscaping, updated lighting systems, and crucial grading and drainage enhancements throughout the park. The project aims to significantly upgrade the park's recreational and aesthetic value for the community, with additional alternate bids covering a new multi-sport artificial turf field, a concrete pad for a pavilion structure with picnic tables and electrification, a safety tile surfacing system with adult fitness equipment, and aquatic spray water play equipment with a colored concrete splash pad and pool turf. Prospective contractors must demonstrate substantial qualifications and experience, including appropriate licenses for any required remediation work. Mandatory prerequisites include possessing a valid New Jersey Public Works Contractor Registration Certificate, a Business Registration Certificate, and submitting a detailed Statement of Bidders Qualifications along with a Construction Experience Record, evidencing satisfactory completion of at least three projects of similar type and magnitude within the state. Bidders are also required to comply with the N.J.S.A. 34-11-56.25 et seq. regulating wages on Public Works and the Equal Employment Opportunity Act. A highly recommended Virtual Pre-Proposal Conference is scheduled for Tuesday, June 8, 2021, at 11:00 a.m. via Zoom; the meeting address will be emailed to all registrants prior to the conference. Sealed proposals for this project are due by Tuesday, June 22, 2021, at 11:00 a.m. prevailing local time, to be publicly opened and read aloud in the Council Chamber at East Orange City Hall. Submissions must be presented in quadruplicate on the provided Proposal Forms, enclosed in a sealed envelope clearly marked "COLUMBIAN PARK IMPROVEMENTS -SITE" and identifying the bidder's name. Bid packets can be obtained from the Division of Procurement, City Hall, 1st floor, for a non-refundable fee of $75.00, or downloaded from the City of East Orange’s website. each proposal must be accompanied by a Proposal Guarantee (Certified Check, Cashier’s Check, or Bid Bond) for 10% of the bid, not exceeding $20,000, payable to the City of East Orange, NJ. The successful bidder will be required to furnish a 100% Performance, Payment and Maintenance Bond, valid for a two-year maintenance period post-completion.
