CONSTRUCTION OF ROOF REPAIR-REPLACEMENT FOR VARIOUS CITY FACILITIES

The City of East Orange, New Jersey is soliciting sealed proposals for the construction of roof repair and replacement services across various municipal facilities. The comprehensive scope of work involves the demolition, removal, repair, and complete installation of modified rubber-type roofing systems on existing buildings, including all necessary components and appurtenances. Specific facilities requiring these services include the Central City Garage at 333 Glenwood Ave., Midland Yard at 133 Midland Ave., Civic Center at 1 Fellowship Circle, Firehouse #3 at 321 Dodd St., and Firehouse #5 at 203 Elmwood Ave. This critical infrastructure project will be executed in a single phase to ensure timely completion and maintain the integrity of vital city buildings. Prospective contractors must meet stringent qualification requirements, including compliance with New Jersey Public Works Contractor Registration laws (N.J.S.A. 34:11-56.25) governing prevailing wages and the Equal Employment Opportunity Act (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.) for affirmative action. Mandatory submission documents include a Public Works Contractor Registration Certificate, Business Registration Certificate, Statement of Ownership (P.L. 1977 C33), and a Disclosure of Investment Activities in Iran (P.L. 2012, c. 25). Bidders are required to submit a Construction Experience Record and a Qualification Affidavit. The project demands significant capacity, requiring contractors to demonstrate the ability to field a minimum of two fully equipped crews for simultaneous operations. Each bid must be enclosed in a sealed envelope clearly marked with the bidder's name and the project title. A Proposal Guarantee, in the form of a Certified Check, Cashier's Check, or Bid Bond, equivalent to 10% of the total bid (not exceeding $20,000) and payable to the City of East Orange, is mandatory. The successful contractor will be required to furnish a 100% Performance Bond, a 100% Labor and Material Payment Bond, and a 100% Maintenance Bond for a two-year period.
