2023 Summer Food Service Program Meal Services

The City of East Orange, New Jersey, an approved State sponsor, is soliciting sealed bids from qualified Food Service Management Companies (FSMCs) for its 2023 Summer Food Service Program (SFSP). This Invitation for Bid (IFB) seeks proposals for the provision of prepackaged breakfast and lunch meals, adhering strictly to program requirements and detailed bid specifications. The comprehensive scope of work involves serving approximately 655 children, five days a week (Monday through Friday), from July 5, 2023, to August 31, 2023. Meal deliveries are required for multiple sites throughout East Orange and Bloomfield, NJ, as specified in Attachment A, ensuring all meals meet or exceed United States Department of Agriculture (USDA) meal pattern requirements (7 CFR Part 225) and include appropriate non-food items like condiments and single-service ware. Prospective contractors, specifically Food Service Management Companies (FSMCs), must be currently registered in the State of New Jersey to participate in the 2023 Summer Food Service Program. Mandatory submission requirements include compliance with New Jersey Public Laws concerning Affirmative Action (1975 C#127, 1977 C#33), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et seq., and the Americans with Disabilities Act of 1990. Bidders must also provide a copy of their current Business Registration Certificate issued by the NJ Department of Treasury, Division of Revenue, a current State of New Jersey health and sanitation inspection report for their food preparation facilities, and a sample lunch meeting minimum specifications. Additionally, a bid bond of 10% of the estimated total bid amount is required, alongside a consent of surety from a company listed in the current Department of Treasury Circular 570, certified to do business in New Jersey. Performance bonds of 10% will be required for contracts over $100,000.
