EAST ORANGE OVAL PARK IMPROVEMENTS

The City of East Orange Public Works Department is soliciting bids for the comprehensive East Orange Oval Park Improvements project, identified as Contract #583. This extensive initiative encompasses the revitalization and modernization of Oval Park, including the installation of a multi-sport synthetic turf field optimized for soccer, little league football, and baseball, complete with permanent inlaid markings. The project also features the construction of a four-lane synthetic track system, new basketball courts with specialized Plexipave coating, and a variety of associated site enhancements such as LED path lighting, robust athletic sports lighting, a new shade structure, and significant grading and drainage improvements. Additional scope includes the furnishing and installation of diverse fencing types (chain-link and decorative aluminum with gates), bleachers, a flag pole, player benches, park benches, trash receptacles, modular block walls, essential baseball equipment (home plates, portable bases, pitcher's mounds), portable soccer goals, pavilion electrification and lighting, picnic tables, gaming tables, and a full irrigation system. Extensive landscaping, including various trees, shrubs, grasses, and perennials, along with topsoil, hydroseeding, and straw mulch, are integral to restoring and enhancing the park's aesthetic and functional appeal, alongside necessary tree removals. Prospective contractors must demonstrate strict compliance with New Jersey state regulations, including N.J.S.A. 34-11 – 56.25 governing prevailing wages on Public Works, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. related to Affirmative Action and Equal Employment Opportunity in Public Contracts, and N.J.S.A. 52:25-24.2 concerning Disclosure of Ownership. Key submission requirements mandate a Proposal Guarantee in the form of a Certified Check, Cashier’s Check, or Bid Bond valued at 10% of the total bid, not exceeding $20,000, along with a Consent of Surety for 100% of the contract amount. Bidders must also provide a Public Works Contractor Registration Certificate, a comprehensive "Statement of Bidder’s Qualifications, Experience and Financial Ability" detailing their years in business, prior project completion history, debarment status, current contract portfolio, and a verified listing of available equipment and personnel, specifically noting the capacity to deploy a minimum of two fully equipped field crews. An RFI deadline is set for Thursday, May 25, 2023, at 3:00 PM EST. Sealed proposals for Contract #583 are due by hand delivery only to the Purchasing Agent in the Council Chambers at East Orange City Hall, 44 City Hall Plaza, East Orange, New Jersey 07018, on Wednesday, June 7, 2023, at 11:00 A.M. Bids received by mail or after the specified deadline will be rejected. A non-refundable fee of $75.00 is required for bid packets, payable to the City of East Orange. All proposals must be submitted in quadruplicate using the provided Proposal Forms and must include all mandatory affidavits such as Non-Collusion, Affirmative Action, and Stockholder Disclosure.
