East Orange Police Department Vehicle Outfitting

The City of East Orange, New Jersey, through its Division of Procurement, invites sealed bids for the comprehensive vehicle outfitting of twenty-one (21) new police vehicles for the East Orange Police Department. This critical project encompasses the specialized customization of 20 Ford Police Interceptor SUVs and 1 Ford Police F-150 Pick-up Truck. The extensive scope of work involves supplying and professionally installing audible and visual emergency warning devices, including various light bars, sirens, speakers, and flashers (headlight, mirror, grille, tail brake, reverse, license plate, and side intersection). Interior modifications are crucial, requiring full or half prisoner partitions, plastic prisoner seats, plastic floor pans, rear passenger door window guards, cargo partitions, equipment boxes, and front equipment consoles. Contractors must also integrate and install customer-supplied technology, such as Motorola APX 4500 remote mount police radios, Sierra Wireless MP70 modems with 6 N 1 shark fin roof antennas, Brother RJ-4230BL E-Ticket printers, Mobile Vision Flashback-HD in-car-video systems, and Patrol PC RhinoTab units with docks and keyboards. The project also mandates the supply and installation of vehicle graphics, 2.5 lbs ABC fire extinguishers, police radio antenna cables, and black low-profile radio antennas, ensuring each vehicle is fully prepared for law enforcement duties. Prospective contractors must demonstrate full compliance with stringent New Jersey state statutes and administrative codes to be considered. This includes adherence to N.J.S.A. 34-11 – 56.25 concerning Public Works wage requirements, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. for Equal Employment Opportunity and Affirmative Action, and P.L. 1977 C33 requiring disclosure of all stockholders or partners owning 10% or more interest. A valid Business Registration Certificate (BRC) from the New Jersey Division of Revenue is mandatory. Required accompanying submission documents include a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Disclosure of Investment Activities in Iran, a Certificate of Employee Information Report, Qualification Affidavit, and detailed Insurance Requirements. Bidders are expected to supply and deliver all specified goods and services in strict accordance with the technical specifications and proposed costs, adhering to safety and electrical standards from Ford Motor Company, NHTSA, and equipment manufacturers. No mandatory pre-bid meetings or site visits are specified. Complete bid proposal packets are available for a non-refundable cost of $75.00 from the Division of Procurement at East Orange City Hall or can be downloaded from www.eastorange-nj.gov. All sealed proposals must be submitted in quadruplicate (one original, three copies) and delivered to the City of East Orange, Division of Procurement, 44 City Hall Plaza, East Orange, New Jersey 07018, clearly marked "EAST ORANGE POLICE DEPARTMENT VEHICLE OUTFITTING" and bearing the bidder's name. The definitive deadline for bid submission and public opening is Wednesday, September 1, 2021, at 12:00 PM prevailing local time; late bids will be returned unopened. A Proposal Guarantee (Bid Bond, Certified Check, or Cashier’s Check) of 10% of the bid amount, not exceeding $20,000, payable to the City of East Orange, NJ, is mandatory. Additionally, a Consent of Surety for 100% of the bid price is required with the bid, and a 100% Performance Bond must be furnished by the successful bidder upon contract execution.
