Emergency Snow Plowing Services

The City of East Orange is soliciting bids for Emergency Snow Plowing Services to ensure safe and clear roadways during winter weather events. This comprehensive project requires contractors to provide robust large truck snow plowing and hauling services, operating continuously as needed from November 1, 2022, through October 31, 2023, with an option for two additional one-year renewals. The scope of work encompasses the furnishing of properly equipped large trucks (minimum 20 cubic yards capacity), qualified drivers, necessary fuel, oil, ballast, and comprehensive insurance. Contractors will be assigned specific routes and locations within the City by the Department of Public Works’ Contract Administrator, with a mandatory requirement to clear streets curb-to-curb. Services also include potential snow plowing with salt application and dedicated snow hauling operations as directed by the City to maintain essential public infrastructure accessibility. Prospective contractors must demonstrate significant experience, including drivers having at least two years of snow plowing experience and possessing valid CDL Class B licenses with air brake endorsements for vehicles over 26,001 lbs GVWR. Bidders are required to supply a minimum of three trucks in good operating condition, capable of continuous operation, along with sufficient relief drivers to ensure uninterrupted service throughout storm events. Mandatory contractor requirements include readily available 24/7 service with a one-hour response time upon call-out, along with providing a Public Works Contractor Registration Certificate. Additionally, successful bidders must meet rigorous insurance stipulations, including Comprehensive General Liability, Auto Liability (each with a combined single limit of $1,000,000), and Workers' Compensation, with the City of East Orange named as an additional insured. A mandatory meeting with the Contract Administrator is required within two weeks of contract award to familiarize drivers with the City’s specific plowing areas and routes. Sealed bid proposals for Contract #564, "Emergency Snow Plowing Services," are due and will be publicly opened on Wednesday, September 14, 2022, at 11:00 A.M. in the Council Chamber at East Orange City Hall. Bids must be submitted in quadruplicate (one original, three copies) on City-provided forms and enclosed in a sealed envelope clearly marked "EMERGENCY SNOW PLOWING SERVICES." A non-refundable bid packet fee of $50.00 is required if documents are picked up onsite. Each bid must be accompanied by a Bid Guarantee equal to 10% of the total bid, not exceeding $20,000, in the form of a Certified Check, Cashier’s Check, or Bid Bond, payable to the City of East Orange. Essential submission documents include a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Business Registration Certificate, and a Statement of Bidder's Qualifications.
