General Electrical Services for City Buildings and Properties

The City of East Orange, through its Department of Public Works, is soliciting sealed bid proposals for General Electrical Services across various municipal buildings and properties, public parks, library properties, and East Orange Water Department properties. This comprehensive contract aims to establish an on-call licensed electrical contractor to provide labor and materials for maintenance, repair, and minor project work as directed by the City. The scope of work includes, but is not limited to, replacing, repairing, installing, or servicing all electrical systems and components, furnishing electrical hookups, revisions, supplying fixtures, outlets, switches, wiring conduit, and performing tests, troubleshooting, cleaning, and adjusting electrical systems. Contractors are expected to provide 24-hour service with a 2-hour response time for emergency calls and a 24-hour response time for regular service. The contract will have a base bid period of twelve (12) months, with the City retaining the option to extend for two additional twelve-month periods. Prospective contractors must be a Licensed Electrical Contractor in the State of New Jersey and must submit proof of registration with the Commissioner of Labor under "The Public Works Contractor Registration Act" (P.L. 1999, c.238). Bidders are required to demonstrate adequate qualifications, experience, and financial ability by completing a detailed questionnaire and providing an experience record. Mandatory submission documents include a Bid Guarantee of 10% of the total bid (not exceeding $20,000 nor less than $500), a Consent of Surety in the principal sum of 100% of the contract amount, a Non-Collusion Affidavit, an Affirmative Action Affidavit, a Statement of Ownership, a Business Registration Certificate, and a Certification of Bidder's Status on the State Treasurer's List of Debarred Contractors. Contractors must also comply with prevailing wage rates, Equal Employment Opportunity Act requirements, and utilize competent, skilled personnel, with preference given to New Jersey resident citizens. Sealed bid proposals are to be publicly opened and read aloud on Wednesday, October 19, 2022, at 11:30 A.M., prevailing local time, in the Council Chamber at East Orange City Hall. Bids must be presented in quadruplicate on the provided Bid Proposal Forms, enclosed in a sealed envelope clearly marked "GENERAL ELECTRICAL SERVICES" and displaying the bidder's name.
