Installation of 1 ½ Inch and 2 Inch Water Meters

The City of East Orange Board of Water Commissioners (EOWC) invites bids for the installation of 1 ½ inch and 2 inch water meters. This comprehensive project involves the installation of 264 new water meters, specifically 106 units of 1 ½ inch meters and 158 units of 2 inch meters, across its extensive water distribution network. The scope of work for the selected contractor encompasses all necessary labor, tools, equipment, and incidental consumable materials for the complete installation. The EOWC will supply the Neptune T-10 meters, upstream shut-off valves, nipple pieces, and unions directly to the contractor. Service locations are not limited to East Orange city limits but extend to assets in Short Hills (Trunk Mains) and the Wyoming Avenue Storage Tank area in Maplewood and South Orange, requiring adherence to AWWA Standard C700 and NSF/ANSI 61 and NSF/ANSI 372 lead-free requirements. Prospective contractors must demonstrate extensive qualifications and experience in similar public water utility projects, particularly those involving aged infrastructure. Mandatory requirements include a New Jersey Public Works Contractor Registration Certificate, submission of a detailed Bidder Qualification Form, a Statement of Bidders Qualifications, and a Construction Experience Record. Furthermore, bidders are required to attend a mandatory pre-bid meeting on Thursday, November 7, 2024, at 11:00 AM, held at the East Orange Water Commission, located at 99 South Grove Street, East Orange, NJ 07018. The EOWC seeks firms exhibiting technical excellence and proven expertise, as evidenced by key personnel qualifications and their availability for this critical project. Sealed bid proposals, submitted in quadruplicate (one original and three copies), are due by Thursday, November 21, 2024, at 11:00 AM, prevailing local time. Submissions must be delivered to the Purchasing Agent in the Council Chambers at East Orange City Hall, 44 City Hall Plaza, East Orange, New Jersey 07018, with the envelope clearly marked 'INSTALLATION OF 1 ½ AND 2 INCH WATER METERS.' A Proposal Guarantee, in the form of a Certified Check, Cashier’s Check, or Bid Bond, totaling 10% of the bid amount (not exceeding $20,000), is mandatory.
