Leaf and Tree Parts Collection, Recycling and Disposal Services

The City of East Orange, New Jersey, issued an Invitation to Bid for comprehensive Leaf and Tree Parts Collection, Recycling, and Disposal Services. This critical municipal contract entails the operation and maintenance of a composting and transfer facility situated at 111 Midland Avenue (Midland Yard). The selected contractor will be responsible for receiving, storing, processing, recycling, and disposing of leaves, tree parts, and stumps generated from City-owned property and roads. The scope includes managing an estimated 8,000 cubic yards of leaves annually, handling additional leaves and tree parts from approved public properties and private contractors, and providing the City with up to 2,000 cubic yards of wood chips, 3,500 cubic yards of double/single hammer-milled mulch, and up to 1,000 cubic yards of screened topsoil, at no cost. The contractor may also establish fair market tipping rates for external entities, subject to City approval. Prospective contractors must demonstrate a minimum of five (5) years of direct experience in operating composting and transfer facilities for leaves and tree parts, specifically those exempt from NJDEP general or limited approvals. Mandatory qualifications include possession of a New Jersey Public Works Contractor Registration Certificate, a Business Registration Certificate (BRC) from the NJ Division of Revenue, and ensuring that at least one employee is a NJDEP-certified compost operator on-site at all times. Bidders are also required to comply with NJSA 34-11-56.25 (Public Works wages) and N.J.S.A. 10:5-31 and N.J.A.C. 17:27 (Affirmative Action). A highly recommended Pre-Bidders' Conference was held on Thursday, September 19, 2019, at 12:00 PM in the East Orange City Hall Council Chamber. Sealed proposals were required to be submitted in quadruplicate (one original and three copies) to the Purchasing Agent, City of East Orange, Division of Procurement, 44 City Hall Plaza, East Orange, NJ 07018. Envelopes needed to be clearly marked "LEAF AND TREE PARTS COLLECTION, RECYCLING AND DISPOSAL SERVICES" and include the bidder's name and address. The official bid opening date was Friday, September 27, 2019, at 12:00 PM, although an additional instruction specified responses were due October 3, 2019, at 12:00 PM. Submissions had to be accompanied by a Proposal Guarantee (Bid Bond, Certified Check, or Cashier's Check) equal to 10% of the bid, not exceeding $20,000, and a Consent of Surety guaranteeing a 100% Performance Bond upon contract award.
