MILLING & PAVING OF VARIOUS STREETS FUNDING YEAR 2022

The City of East Orange, located in Essex County, New Jersey, is soliciting bids for the comprehensive Milling and Paving of Various Streets for Funding Year 2022. This extensive public works project encompasses multiple key thoroughfares, including Chestnut Street, East Park Street, Eppirt Street, Fulton Street, Madonna Place, Mountainview Avenue, North 20th Street, North 21st Street, North 22nd Street, Oak Street, and Springdale Avenue. The core scope of work involves milling approximately 3 inches of Hot Mix Asphalt (HMA) pavement, followed by new HMA paving. Additionally, the project requires the construction of new handicap ramps equipped with detectable warning surfaces, removal and installation of various curbs and sidewalks, resetting of existing casting covers for utilities, resetting granite curbs and water valve boxes, replacement of inlet grates, construction of new Type “D” inlets to replace existing curb opening inlets, topsoiling, fertilizing, seeding, and installation of traffic stripes. All work must adhere to the 2019 New Jersey Department of Transportation (NJDOT) Standard Specifications for Road and Bridge Construction, as amended, as the project is NJDOT funded. Prospective contractors are mandated to meet stringent qualification criteria and registration requirements. Bidders must submit a comprehensive Statement of Bidder's Qualifications, Experience and Financial Ability, a Qualification Affidavit, and a Construction Experience Record. A crucial prerequisite is possession of a New Jersey Public Works Contractor Registration Certificate. Furthermore, all bidders are required to provide a Certificate of Surety and demonstrate full compliance with New Jersey statutes governing prevailing wages (N.J.S.A. 34-11 – 56.25), affirmative action and equal employment opportunities (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.), and stockholder disclosure (N.J.S.A. 52:25-24.2). No mandatory pre-bid meetings were specified; however, all Requests for Information (RFIs) had a submission deadline of 2:00 PM EST on Wednesday, August 17, 2022. Sealed proposals, presented in quadruplicate on the City-provided Proposal Forms, must be hand-delivered to the Council Chambers at East Orange City Hall. The submission deadline for all bids is **Tuesday, September 13, 2022, at 11:00 AM prevailing local time**. Each proposal must be accompanied by a Bid Security in the form of a Certified Check, Cashier’s Check, or a Satisfactory Bid Bond, amounting to 10% of the Total Bid for one year, not to exceed $20,000.00, made payable to the City of East Orange, NJ. A Consent of Surety in the principal sum of 100% of the contract amount is also mandatory. The successful bidder will be required to furnish a one-year Performance Bond for 100% of the awarded price.
