MILLING & PAVING OF VARIOUS STREETS FUNDING YEAR 2023

This Request for Bid (RFB), issued by the City of East Orange, New Jersey, seeks qualified contractors for the comprehensive milling and paving of various streets, including Glen Park Road, Renshaw Avenue, and South Harrison Street, as part of the Funding Year 2023 program. The extensive scope of work encompasses hot mix asphalt (HMA) milling of 3 inches or less, application of polymerized joint adhesive and tack coat, and the installation of 3-inch thick HMA surface course and base course where directed. Beyond road resurfacing, the project mandates the construction of new handicap ramps featuring detectable warning surfaces, removal and installation of concrete vertical curbs and sidewalks, and the resetting of existing casting covers for water valves, electric manholes, and general utility boxes. Further work includes the removal and replacement of existing inlet grates, construction of new Type "D" inlets, topsoil spreading, fertilizing, seeding, and precise traffic striping and markings. The contractor must demonstrate the capacity to simultaneously work on multiple street locations, requiring a minimum of two fully equipped field crews to ensure timely project completion within 120 calendar days of the Notice to Proceed. Challenges to specifications must be submitted in writing no less than five business days prior to the bid opening, and RFIs will not be addressed after Friday, August 25, 2023, at 3:00 PM EST. Prospective contractors are required to meet specific qualifications and submit comprehensive documentation. Key submissions include a Statement of Bidder's Qualifications, Experience, and Financial Ability, detailing the organization's years in business, a record of completed and active milling and paving contracts, and an inventory of available equipment. Mandatory New Jersey state certifications include a Public Works Contractor Registration Certificate, a Business Registration Certificate, and compliance with N.J.S.A. 45:14C-2(h) for licensed master plumbers, if applicable. Bidders must also submit a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, Disclosure of Investment Activities in Iran, and Certification of Non-involvement in Prohibited Activities in Russia or Belarus. The contractor is expected to make good faith efforts to employ minority and women workers consistent with applicable county employment goals and provide preference in employment to New Jersey citizens. Sealed proposals, presented in quadruplicate on the provided Proposal Forms, must be hand-delivered to the Purchasing Agent in the Council Chambers at East Orange City Hall. Bids sent by mail or fax will not be accepted. The firm submission deadline is Wednesday, September 6, 2023, at 11:00 A.M. prevailing local time, at which point bids will be publicly opened and read aloud. Each proposal must be accompanied by a Proposal Guarantee in the form of a Certified Check, Cashier’s Check, or a Satisfactory Bid Bond equal to 10% of the bid amount, not exceeding $20,000. Additionally, a Consent of Surety in the principal sum of 100% of the contract amount is required at submission. The successful bidder will be required to furnish a 100% Performance Bond.
