The City of East Orange Board of Water Commissioners (EOWC) is actively soliciting bids for "ON-CALL EMERGENCY WATER AND SEWER REPAIRS." Geographically, the services extend beyond the direct city limits of East Orange to include the East Orange Water Reserve (spanning Millburn, Livingston, and Florham Park, NJ), the White Oak Ridge Pumping Station (Short Hills, NJ), the Wyoming Avenue Storage Tank (Maplewood and South Orange, NJ), and all connecting distribution mains leading back to East Orange, NJ. This initiative is critical for sustaining infrastructure reliability for over 64,000 residents and 9,845 customer accounts, with an initial contract term of two years, offering three potential one-year renewal options. Prospective contractors must submit proposals demonstrating substantial qualifications and experience in executing similar projects for public water utilities, particularly those managing aged infrastructure. Bidders are required to detail the qualifications and assured availability of their key personnel. Mandatory statutory compliance includes possessing a valid Public Works Contractor Registration Certificate from the New Jersey Department of Labor, providing evidence of Affirmative Action adherence as per N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq., and submitting a New Jersey Business Registration Certificate (N.J.S.A. 52:32-44).
