REMOVAL OF UNDERGROUND STORAGE TANKS AT VARIOUS LOCATIONS WITHIN THE CITY OF EAST ORANGE

The City of East Orange, New Jersey, Division of Procurement, is soliciting sealed bids for the Removal of Underground Storage Tanks (USTs) at various locations within the city. This vital public works project aims to address environmental and safety concerns associated with aging underground fuel and oil storage infrastructure. The comprehensive scope of work includes obtaining all necessary local permits, disconnecting power and purging fuel from existing product lines and dispensers, physically removing fueling island concrete and equipment, excavating and uncovering the USTs and associated piping, thorough cleaning and preparation of tanks and piping, and assisting the City's Licensed Site Remediation Professional (LSRP) with sampling and data collection for NJDEP reporting. The City of East Orange will bear the costs of NJDEP oversight fees and will assume responsibility for resurfacing disturbed areas, unless damage is caused by the contractor beyond commercial norms. Specific locations include three 8,000-gallon gasoline USTs at 402 Springdale Avenue, one 2,500-gallon heating oil UST at 18 South Munn Avenue, and two 5,000-#4 oil USTs at 150 Rutledge Avenue. Additional services that may be awarded to the selected vendor or a separate contractor include compaction testing, removal of UST concrete anchor systems, removal of seized electrical components, and removal of solids. Prospective contractors must meet stringent New Jersey regulatory and municipal qualification criteria. Mandatory requirements include an active New Jersey Public Works Contractor Registration Certificate, compliance with prevailing wage requirements (N.J.S.A. 34-11 – 56.25), and adherence to Equal Employment Opportunity Act provisions (N.J.S.A. 10:5-31 and N.J.A.C. 17:27). Bidders are also required to submit a Business Registration Certificate (BRC) from the New Jersey Division of Revenue, a Stockholder Disclosure Statement (N.J.S.A. 52:25-24.2) identifying all parties with 10% or greater ownership, and a Non-Collusion Affidavit. Insurance mandates include Workers' Compensation and General Liability coverage with limits of not less than $1,000,000 per person and per accident for bodily injury, and a $3,000,000 aggregate for property damages. A Consent of Surety is required with the bid, affirming the surety's commitment to provide a 100% Performance Bond if the contract is awarded, ensuring the faithful performance of the work. Sealed bid proposals, presented in quadruplicate (one original and three copies), must be received by the Purchasing Agent in the Council Chambers at East Orange City Hall, located at 44 City Hall Plaza, East Orange, New Jersey 07018. The submission deadline is Thursday, July 1, 2021, at 12:00 PM prevailing local time, at which point bids will be publicly opened and read aloud. Bidders must clearly mark the envelope with the project title: “REMOVAL OF UNDERGROUND STORAGE TANKS AT VARIOUS LOCATIONS WITHIN THE CITY OF EAST ORANGE.” A Proposal Guarantee, in the form of a Certified Check, Cashier’s Check, or Bid Bond, totaling 10% of the bid amount but not exceeding $20,000, must accompany the submission, payable to the City of East Orange, NJ.
