Replacement of Dickinson Well #3 (AKA Dickinson Well #8) Project

The City of East Orange Board of Water Commissioners is soliciting bids for the "REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT." This comprehensive project involves the drilling, construction, development, and testing of a new public community supply well, designated Well D8, to replace the existing Well D3, which experienced a screen failure. The extensive scope of work includes essential exterior and interior 8-inch piping modifications, a complete electrical service upgrade, critical HVAC system enhancements, and necessary structural improvements to the existing well house located within the Dickinson Well Field in Livingston, New Jersey. This vital infrastructure upgrade is paramount to ensuring a reliable and safe potable water supply for the East Orange community. Prospective contractors must possess a minimum of five years of documented experience in well construction projects of similar scope and complexity. Key personnel assigned to the project are required to include a New Jersey Department of Environmental Protection (NJDEP) licensed master well driller, a mandatory qualification for public community supply well installations. Bidders are also required to comply with various New Jersey statutes, including N.J.S.A. 34-11 – 56.25 concerning Public Works contractor wages, N.J.S.A. 10:5-31 and N.J.A.C. 17:27 detailing Affirmative Action requirements, and N.J.S.A. 52:25-24.2 regarding Stockholder Disclosure. A mandatory bidders conference was previously held on Thursday, March 14, 2024, at 11:00 AM at the Dickinson Well Field, 32 Dickinson Lane, Livingston, NJ, with representatives from H2M (the Engineer) present to provide clarifications and discuss site conditions. Sealed proposals for this project are due on Thursday, April 18, 2024, at 11:00 AM, prevailing local time. Submissions must be delivered in quadruplicate (one original, three copies, and an electronic copy) to the City of East Orange, Division of Procurement, located at 44 City Hall Plaza, East Orange, New Jersey 07018, clearly marked for the attention of Racquel C. Ferguson, QPA, and with the project title "REPLACEMENT OF DICKINSON WELL #3 (AKA DICKINSON WELL #8) PROJECT" on the envelope. A mandatory Bid Guarantee, in the form of a Certified Check, Cashier’s Check, or Bid Bond, for 10% of the bid amount (not exceeding $20,000) is required with the proposal, payable to the City of East Orange, NJ. Additionally, a Consent of Surety for 100% of the bid price must accompany the bid, and the successful bidder will be required to furnish a 100% Performance Bond upon execution of the contract.
