SEASONAL LANDSCAPING SERVICE CITY PARKS & MUNICIPAL PROPERTIES

The City of East Orange, New Jersey, is soliciting competitive bids for comprehensive Seasonal Landscaping Services across its municipal parks and properties. This critical contract ensures the aesthetic appeal and safety of public spaces, covering approximately 36.3 acres of parks and numerous other city-owned parcels, with optional services extending to the Board of Water Commissioners' properties and additional landscaping needs (Alternates A, B, and C). The extensive scope of work includes regular mowing, precise edging, detailed trimming and pruning of ornamental hedgerows and shrubs, and thorough spring and fall clean-up operations, all to be performed from April 1st through November 30th annually. The initial contract term is for twelve (12) months, with the possibility of two (2) additional twelve-month renewals, and the first year's service commencement is projected for on or about May 31, 2023. Prospective contractors must demonstrate substantial qualifications, experience, and financial stability, as detailed in the mandatory Statement of Bidder's Qualifications. Key requirements for successful participation include submitting proof of registration as a New Jersey Public Works Contractor and a valid Business Registration Certificate. Bidders must also comply with strict Affirmative Action guidelines (N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 et seq.), provide a Stockholder Disclosure Statement (N.J.S.A. 52:25-24.2), and ensure all work adheres to OSHA standards. Contractors are responsible for furnishing all necessary equipment and maintaining full-time, competent supervision on-site, with supervisors capable of effective communication in English. An on-site inspection of all parks and properties is highly recommended for bidders to thoroughly understand existing conditions and contract requirements.
