Solid Waste and Recycling Collection Service

The City of East Orange, New Jersey, is soliciting sealed bids from qualified companies for comprehensive Solid Waste and Recycling Collection Service throughout its territorial and geographical boundaries. This essential municipal contract encompasses the collection and transportation of various waste streams, including Type 10 (residential/commercial), Type 13 (bulk waste), Type 23 (lawn/garden debris), and Type 25 (animal wastes) solid waste, as well as single-stream recyclable materials, scrap metal, tires, and white goods. Services are required from residential properties, apartments, condominiums, municipal properties, and specific commercial zones, including Dr. Martin Luther King, JR Boulevard and Central Avenue. The scope of work also includes on-call collection of solid waste with the provision of 10, 20, and 30-cubic yard roll-off containers for special events or specific departmental use, and on-call vehicle rental services complete with a driver and collection crew. The contract is slated for a three (3) year term, commencing on September 7, 2021, with the unilateral option for the City to renew for two (2) additional one (1) year periods, potentially extending service through August 31, 2026. Prospective contractors must demonstrate robust qualifications and adhere to stringent regulatory requirements. Bidders are mandated to comply with N.J.S.A. 34-11 – 56.25 governing wages on Public Works, the Equal Employment Opportunity Act, Affirmative Action requirements per N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq., and P.L. 1977 C33 concerning the disclosure of stockholders. Key submission documents include a Certificate of Public Convenience and Necessity, authorization to operate a solid waste business under N.J.S.A. 13:1E-126, a Business Registration Certificate, detailed insurance requirements as per N.J.A.C. 7:26H-6.17, a Construction Experience Record, a Statement of Bidder's Qualifications and Experience, and a Vehicle Dedication Affidavit. A highly recommended Virtual Pre-Proposal Conference is scheduled for Wednesday, July 7, 2021, at 12:00 p.m. via Zoom; registrants will receive the meeting address via email prior to the conference. Sealed bid proposals must be submitted in quadruplicate on the provided Proposal Forms, accompanied by all required literature. Bids can be delivered by mail, placed in the City’s "Drop Box" in City Hall’s rear parking lot, or presented in person at the East Orange City Hall, Council Chamber. The submission deadline is strictly set for Wednesday, August 18, 2021, at 11:00 a.m. prevailing local time. A Proposal Guarantee is mandatory, to be submitted as a Certified Check, Cashier’s Check, or Satisfactory Bid Bond, amounting to 10% of the bid, not exceeding $20,000, payable to the City of East Orange.
