Underground Facility Locating and Marking Services

The City of East Orange Board of Water Commissioners (EOWC) is soliciting competitive bids for comprehensive Underground Facility Locating and Marking Services. This critical public works project encompasses the precise identification and marking of the city’s extensive water supply system, sanitary sewers, and storm sewers. The detailed scope of work includes surveying and marking approximately 115 miles of diverse water mains, ranging from 2 to 24 inches in diameter, primarily of cast iron construction, along with customer supply and service lines typically constructed of lead, galvanized, or copper materials. Geographical coverage extends beyond East Orange city limits to include vital assets in Short Hills (Trunk Mains) and the Wyoming Avenue Storage Tank area (Maplewood and South Orange), ensuring the integrity and safety of the entire system serving over 64,000 residents and 9,845 customer accounts. The initial contract term is for twenty-four consecutive months, with the EOWC reserving the option for three additional twelve-month extensions, indicating a long-term service requirement. Prospective contractors must demonstrate robust qualifications and significant experience in delivering similar underground utility locating and marking services for public water utilities that manage comparably aged infrastructure. Essential submission documents include a comprehensive Bidder Qualification Form, a Statement of Bidders Qualifications, a Public Works Contractor Registration Certificate (NJSA 34-11 – 56.25), a Qualification Affidavit, and a Construction Experience Record, all designed to verify the firm's capability and relevant project history. Proposers are required to provide details on their understanding of the project, proposed scope of work, key personnel qualifications, and availability. Firms will be evaluated on technical excellence and their demonstrated experience, with the possibility of interviews for final selection. Sealed bid proposals must be submitted in quadruplicate (one original and three copies) to the Purchasing Agent at the Division of Procurement, East Orange City Hall, located at 44 City Hall Plaza, East Orange, New Jersey 07018. The firm submission deadline, as revised by Addendum #1A due to the COVID-19 pandemic, is Wednesday, April 8, 2020, at 11:00 a.m. Bidders are required to purchase the bid packet for a non-refundable fee of $75.00, payable to the City of East Orange. Each proposal must be accompanied by a Proposal Guarantee, such as a Certified Check, Cashier’s Check, or Bid Bond, equivalent to 10% of the total bid amount, not exceeding $20,000, payable to the City of East Orange, NJ.
