Parking Consulting Services to Perform Parking Study

The City of East Orange, through its Department of Policy and Planning and Division of Procurement, is soliciting proposals for Parking Consulting Services to conduct a comprehensive parking study. This critical project aims to develop a strategic plan that effectively addresses current and future parking demands for residents, businesses, employees, commuters, and visitors within the City’s Central Business District and Arts and Cultural District, as delineated in the East Orange Transit Village District Redevelopment Plan (December 2015). The scope of work is extensive, requiring consultants to evaluate existing and projected parking conditions, assess demand patterns, occupancy rates, and pricing structures influenced by ongoing and new developments, and to analyze and update parking requirements within the redevelopment plan. Furthermore, the selected firm will identify and perform feasibility analyses for two to three potential new structured parking facility sites, including developing conceptual plans, cost estimates, and financial projections. Creative solutions for shared parking scenarios and recommendations to meet anticipated parking needs for retail customers and commuters are also integral to the study. Prospective contractors must be New Jersey licensed professional planners, architects, or engineers, possessing a minimum of five years of documented experience in parking demand analysis, strategy development, and advising public bodies on the provision and maintenance of publicly-owned parking facilities, encompassing both surface and structured options. The proposal explicitly requires resumes of key personnel, demonstrating their qualifications and relevant experience. A highly recommended Pre-Proposal Conference is scheduled for Tuesday, March 12, 2019, at 11:00 AM in the Municipal Council Chamber, located at 44 City Hall Plaza, East Orange, NJ 07018. Attendance at this conference is advised to gain a deeper understanding of the project requirements and to address any questions. All professional service contractors are mandated to comply with New Jersey statutes regarding Affirmative Action (N.J.S.A. 10:5-33 et seq. and N.J.S.A. 10:5-31 et seq./N.J.A.C. 17:27 et seq.) and Disclosure of Ownership (N.J.S.A. 52:25-24.2). Sealed RFP responses are due by Friday, March 15, 2019, at 11:00 AM, and must be submitted to the Municipal Council Chamber, Municipal Building, 44 City Hall Plaza, East Orange, New Jersey 07018. Each submission must include one (1) original and four (4) copies, placed in a sealed envelope clearly marked with the consultant's name and the title “PARKING CONSULTING SERVICES TO PERFORM PARKING STUDY,” and addressed to the Purchasing Agent. A non-refundable fee of $25.00 is required for RFP packets obtained physically from the Division of Procurement, payable to the City of East Orange. Proposals must remain firm for a period of sixty (60) days following the submission deadline. While general insurance requirements, including professional liability coverage of $1,000,000.00 per occurrence and $1,000,000.00 aggregate, are outlined for the awarded contract, specific bid security or performance bonds are not listed as submission prerequisites.
