Parking Consulting Services to Perform Parking Study

The City of East Orange, New Jersey, through its Department of Policy and Planning and Division of Procurement, is actively seeking proposals for comprehensive Parking Consulting Services. This competitive contract (RFP) aims to engage a qualified firm to perform a detailed Parking Study, in accordance with N.J.S.A. 40A:11-4.1(k), et seq. The primary objective is to develop a recommended strategy that effectively addresses current and future parking demand for residents, businesses, employees, commuters, and visitors within the designated Central Business District and the Arts and Cultural District, which are key areas of the East Orange Transit Village District Redevelopment Plan. The extensive scope of work includes evaluating existing and anticipated parking needs, assessing demand patterns and pricing structures for current and new developments, updating parking ratios within the redevelopment plan, identifying and analyzing the feasibility of 2-3 potential sites for new structured parking facilities (including conceptual designs, cost estimations, and financial projections), exploring opportunities for shared parking scenarios, and formulating innovative solutions to meet the specific parking demands for retail customers and daily commuters.
