The City of East Orange is seeking competitive bids for comprehensive Janitorial Services across numerous municipal properties, aiming to secure a contractor capable of maintaining extremely high cleanliness standards. The extensive scope of work encompasses daily, weekly, bi-weekly, monthly, quarterly, and bi-yearly cleaning tasks for a diverse portfolio of buildings, including City Hall, City Council Chambers, the Health Department, Senior Center, Municipal Court, WIC Offices, the Old Police HQ, Substance Abuse facilities, Water Department Headquarters, pumping stations, various civic centers, the Police Department Headquarters, and multiple public library branches. Services involve detailed cleaning of floors, walls, windows, restrooms, elevators, and specialized areas like cell blocks and book stacks, with varying frequency requirements depending on the location and specific task. Prospective contractors must meet stringent qualification requirements, including submitting a Proposal Guarantee in the form of a Certified Check, Cashier’s Check, or Bid Bond equal to 10% (ten percent) of the bid amount. Mandatory documentation for submission comprises a Non-Collusion Affidavit, Affirmative Action Affidavit, Statement of Ownership, an active New Jersey Business Registration Certificate, a Disclosure of Investment Activities in Iran, and a Public Works Contractor Registration Certificate, among others. Bidders are expected to demonstrate extensive experience providing similar janitorial services to government agencies or comparable entities over the past three years, providing a minimum of three client references. Key personnel and supervisory staff must be duly qualified, capable, and bondable, and the contractor’s office should be within a reasonable distance to East Orange to ensure responsiveness and adequate support for contract management. Sealed bid proposals are to be received by the Purchasing Agent in the Council Chamber at East Orange City Hall by Thursday, May 26, 2022, at 11:00 A.M. prevailing local time, at which time they will be publicly opened and read aloud.
