Janitorial Services for Municipal Properties

The City of East Orange is actively soliciting sealed bid proposals for comprehensive Janitorial Services across numerous municipal properties within the city, including facilities managed by the Public Works Department and the Board of Water Commissioners. The extensive scope of work demands a high standard of cleanliness and encompasses a wide array of tasks from daily cleaning of offices, corridors, restrooms, and common areas to weekly disinfection and fogging, bi-weekly glass and partition cleaning, monthly stripping and refinishing of hard floors, quarterly deep scrubbing of restroom floors, and bi-yearly deep cleaning and waxing for specific areas like the Police Headquarters' cell blocks. This vital service ensures a pristine environment for public use and municipal operations at locations such as City Hall, libraries, courts, health departments, senior centers, and public safety buildings. Prospective contractors are required to demonstrate significant experience in providing similar janitorial services to government agencies or comparable entities, furnishing at least three client references from the last three years with similar operational footprints. Key personnel, including cleaning and supervisory staff, must be duly qualified, capable, and bondable. Bidders must adhere to New Jersey statutory requirements, including N.J.S.A. 34-11 – 56.25 concerning Public Works wages, the Equal Employment Opportunity Act (N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. Affirmative Action), and P.L. 1977 C33 for stockholder disclosure. Mandatory documentation includes a Public Works Contractor Registration Certificate and a valid N.J.
