COST ESTIMATING SERVICES - HUD CDBG HOMEOWNER REHABILITATION GRANT ASSISTANCE PROGRAM

The City of East Orange, New Jersey, is soliciting proposals for comprehensive Cost Estimating Services to support its HUD CDBG Homeowner Rehabilitation Grant Assistance Program. This initiative aims to address the rehabilitation of aging housing stock within the City, ensuring compliance with municipal housing and maintenance codes and ordinances, and improving neighborhood aesthetics. The selected contractor will provide critical technical consulting services, encompassing the surveying and scheduling of work for distressed residential dwellings, rehabilitation of failing major utility systems, structural repairs, shell protection against environmental elements, and exterior improvements. Key deliverables include the production of detailed Work Write-Up documents outlining scope, methods, quantities, and unit costs for each identified property, as well as comprehensive Construction Observation services, which involve homeowner/contractor kick-off meetings, periodic monitoring for quality, progress, and safety, and the processing of change orders and payment requisitions. Prospective contractors must demonstrate extensive experience in providing similar cost estimating services to government agencies, coupled with proven expertise in estimating residential rehabilitation projects. Familiarity with HUD CDBG programs, including their specific objectives and guidelines, is crucial for successful performance. Key personnel qualifications and credentials must be submitted, along with a New Jersey Business Registration Certificate and compliance with various statutory requirements such as EEO/Affirmative Action, Americans with Disabilities Act of 1990, Stockholder Disclosure, and Non-Collusion Affidavits. Respondents are required to maintain Professional Liability Insurance with minimum limits of $1,000,000 per occurrence and $1,000,000 aggregate. A highly recommended pre-proposal conference was held on Wednesday, March 24, 2021, at 11:00 AM in the Municipal Council Chamber.
