Cost Estimating Services Lead Hazard Control and Healthy Homes Grant Program

The City of East Orange is soliciting proposals for Cost Estimating Services to support its Lead Hazard Control and Healthy Homes Grant Program. This program aims to provide technical consulting for the rehabilitation of selected detached residential dwellings in the City. The comprehensive scope of work involves evaluating and identifying distressed homes that require lead remediation services to ensure compliance with the City’s housing and maintenance codes and ordinances. Key deliverables include producing detailed Work Write-Up documents that outline the scope, description of work tasks, means, methods, quantity, and unit costs for each property, followed by Stage #2: Construction Observation, which encompasses homeowner/contractor kick-off meetings, periodic monitoring for quality, progress, safety, and operations, and the meticulous processing of change orders and payment requisitions for an anticipated 110 units. The term of employment for the selected Cost Estimator will be for twenty (20) months, commencing on or around May 1, 2021, and concluding by December 16, 2022. Prospective contractors must meet specific qualification requirements to be considered for these critical services. Applicants are required to possess a Lead Inspector/Risk Assessor license. Furthermore, candidates must demonstrate a minimum of one year of experience in completing inspections, one year of experience in preparing and reading reports, and proven capability in preparing comprehensive documentation, including detailed scopes of work. Essential working knowledge of sketch drawing, photography, and change order calculation is also necessary. A highly recommended Pre-Proposal Conference will be held on Wednesday, March 24, 2021, at 1:00 PM, in the Municipal Council Chamber, located at 44 City Hall Plaza, East Orange, NJ 07018, where interested parties can seek clarifications and gain further insights into the project requirements. Sealed RFP responses must be submitted by Tuesday, April 6, 2021, at 1:00 PM. Submissions are to be delivered to the Municipal Council Chamber, 44 City Hall Plaza, East Orange, NJ 07018. Each proposal package must include one original, four copies, and one compact disk (CD) set, with the envelope clearly marked as "COST ESTIMATING SERVICES (LEAD HAZARD CONTROL AND HEALTHY HOMES GRANT PROGRAM)". Proposals can be submitted via mail, deposited in the City’s designated “Drop Box” located in City Hall’s rear parking lot, or presented in person at the specified date, time, and place. Contractors are required to maintain Professional Liability Insurance with coverage of $1,000,000.00 per occurrence and $1,000,000.00 aggregate.
