Cost Estimation Services (Lead Hazard Control and Healthy Homes Grant Program)

The City of East Orange, New Jersey, is actively seeking proposals for specialized Cost Estimating Services to support its critical Lead Hazard Control and Healthy Homes Grant Program. This competitive contracting process, conducted in accordance with N.J.S.A. 40A:11-4.1(k), et seq., aims to secure a qualified contractor to provide comprehensive technical consulting services for the rehabilitation of selected distressed residential dwellings within the city. The extensive scope of work includes surveying and scheduling essential repairs such as addressing failing major utility systems, rectifying building structural failures, ensuring robust shell protection against moisture and adverse temperatures, and implementing exterior improvements to enhance neighborhood beautification standards. This initiative is designed to bring aging housing stock into compliance with municipal housing and maintenance codes and ordinances, prioritizing immediate health, safety, and welfare risks to occupants. Prospective contractors must submit a detailed Qualification Statement outlining their firm's principal activities, personnel count, and location. This statement must include a list of three client references for whom similar services have been successfully provided, detailing the government agency, contact person, dates, costs, scope, and project status. Essential personnel information, including identities, credentials, and areas of responsibility, is also required. Furthermore, respondents must demonstrate strict compliance with New Jersey statutes, including N.J.S.A. 10:5-33 et seq. (Affirmative Action), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq.
